One nation, One market

Focus: GS III- Agriculture

Why in news?

Minister of Commerce and Industry, Railways and Consumer Affairs and Food & Public Distribution, emphasized on integration of road, rail and waterways to bring down the cost of transportation logistics and ensure success in achieving One nation, One market.

About One Nation, One Market Scheme:

  • It is vital to raise price realisation by farmers, supply food to the consumer at competitive prices and to compete with import and push export.
  • The whole country is a market: Farmers of the state where rice is produced can sell rice at high prices to states where rice is not produced.
  • End of agricultural storage limit
  • Contact Farming allowed: – At present farmers were not allowed to contract directly with wholesalers and large exporters. But now the potato grower will be able to make a direct contract with a chips-making company that will supply potatoes for it and take a good price.

e-NAM

Nodal: Ministry of Agriculture and farmers welfare

  • The National Agricultural Market (e-NAM) is a pan-India electronic trading portal.
  • Objective: Integrating the existing Mandis to “One Nation One Market” for agricultural commodities in India.
  • It provides for contactless remote bidding and mobile-based anytime payment for which traders do not need to either visit mandis or banks for the same.
  • Implementing agency: Small Farmers Agribusiness Consortium (SFAC)
  • It networks the existing APMC mandis to create a unified national market for agricultural commodities.

Marine spatial planning

Focus: GS II-International relations

Why in news?

India and Norway agree to conduct marine spatial planning in Lakshadweep and Puducherry.

Background

The agreement regarding the marine spatial planning between both the countries is a part of the Indo-Norway Integrated Ocean Initiative in accordance with the Memorandum of Understanding which was signed between them in the year 2019.

About marine spatial planning:

Nodal: Ministry of Earth Science

  • It will be implemented for India through the National Centre for Coastal Research (NCCR) by the Ministry of Earth Sciences (MoES).
  • MSP initiative will help in developing the multiple economic sectors and stakeholders in coastal areas of India.
  • In its primary phase, NCCR will develop a marine spatial planning framework for Puducherry and Lakshadweep.
  • These sites have been chosen for the pilot project in view of their setups with unique opportunities for multiple sectors (such as industries, fisheries, and tourism) to flourish.
  • World Bank and the United Nations Environment Programme (UNEP) have expressed interest in supporting MoES in conducting MSP, a societal-beneficial initiative for India’s coastal regions.

About NCCR

  • National Centre for Coastal Research (NCCR) is the project directorate under the Ministry of Earth Sciences.
  • It was set up to develop and improve the capabilities of countries to address the challenging problems which are prevailing in the coastal regions of India.
  • It provides a long-term organisational framework in order to do the research activities.
  • Earlier, NCCR had also developed successful coastal management plans for states like Goa, Chennai, and Gulf of Kachchh.

  • It is an Integrated Conservation Mission, approved as a ‘Flagship Programme’ by the Union Government in June 2014 to accomplish the twin objectives of effective abatement of pollution and conservation and rejuvenation of National River Ganga.
  • Implemented by the National Mission for Clean Ganga (NMCG), and its state counterparts—State Programme Management Groups.

Van Dhan Vikas Yojana

About Van Dhan Vikas Yojana:

Nodal: Ministry of Tribal affairs

  • TRIFED is the implementation agency of the Van Dhan programme
  • The program addresses the formidable problems that the Tribals face such as possession of land/house with no rights; restrictions in the collection of minor forest produce; exploitation by middlemen; displacement from national parks and wild sanctuaries, lack of development in forest villages etc.
  • The Van Dhan Yojana or Van Dhan Scheme, a component of the The ‘Mechanism for Marketing of Minor Forest Produce (MFP) through Minimum Support Price (MSP) & Development of Value Chain for MFP’
    • An initiative targeting livelihood generation for tribal gatherers and transforming them into entrepreneurs.
    • The idea is to set-up tribal community-owned Van Dhan Vikas Kendras (VDVKs) in predominantly forested tribal districts.
    • A Kendra shall constitute of 15 tribal SHGs, each comprising of up to 20 tribal NTFP (Non timber forest products) gatherers or artisans i.e. about 300 beneficiaries per Van Dhan Kendra.
    • 100% Central Government Funded with TRIFED providing Rs. 15 lakhs for each 300 member Van Dhan Kendra.

TRIFED:

Nodal: Ministry of tribal affairs

  • The Tribal Cooperative Marketing Development Federation of India (TRIFED) came into existence in 1987.
  • It is a national-level apex organization functioning under the administrative control of Ministry of Tribal Affairs.

Objectives

  • The ultimate objective of TRIFED is socio-economic development of tribal people in the country by way of marketing development of the tribal products.
  • TRIFED acts as a facilitator and service provider for tribes to sell their product.
  • The approach by TRIFED aims to empower tribal people with knowledge, tools and pool of information so that they can undertake their operations in a more systematic and scientific manner.
