Naxalism began with the 1967 uprising in Naxalbari as a response to deep-rooted socio-economic and land injustices. Over time, it spread across tribal belts, exploiting state neglect. However, recent tribal welfare outreach and counter-insurgency efforts have significantly weakened its grip.

Impact of Tribal Welfare Outreach on Decline in Maoist Influence

  • Enhanced Infrastructure Development: Improved road, telecom, and banking connectivity has reduced Maoist control and increased state access.
  • Focused Development Schemes: Targeted programs are addressing tribal-specific needs in education, health, and livelihood.
    Example: 245 Eklavya Model Residential Schools (EMRSs) have been sanctioned for LWE-affected areas.
  • Increased Financial Assistance: Financial incentives to LWE-affected states have enabled the creation of schools, health centres, and anganwadis.

Way Forward

  • Human-Centric Policing: Promote sensitised counter-insurgency through community engagement, reduced collateral damage, and respect for human rights.
  • Sustainable Livelihoods and Youth Skilling: Scale up Van Dhan Kendras, skill centres, and tribal entrepreneurship programs to create dignified alternatives to extremism.

The decline in Maoist activity must be sustained through inclusive development and rights-based governance. The SAMADHAN strategy provides a balanced framework combining security and development. Its effective implementation is key to permanently ending Left Wing Extremism.
