Attitude comprises three interrelated components: cognitive (beliefs), affective (feelings) and behavioural (action tendencies). Their alignment is essential for translating ethical values into responsible administrative conduct.
Components of Attitude
- Cognitive component — What one thinks: Consists of beliefs, knowledge and perceptions about an issue. Example: A civil servant believes that all citizens are entitled to equal treatment under the law.
- Affective component — What one feels: Encompasses emotions and evaluations towards a person, issue or situation. Example: Empathy towards the difficulties faced by disadvantaged communities.
- Behavioural component — How one acts or intends to act: Refers to an individual’s predisposition to respond in a particular manner. Example: Ensuring that eligible disadvantaged applicants receive timely access to welfare benefits.
Interaction and Influence on Ethical Conduct
- Cognitive–affective alignment: Knowledge of injustice combined with empathy strengthens the motivation to address discrimination.
- Attitude–behaviour consistency: A civil servant who values integrity and feels accountable is more likely to resist bribery and favouritism.
- Ethical decision-making: Beliefs about justice, concern for affected stakeholders and a commitment to fair action jointly guide administrative choices.
- Conflict among components: An officer may believe that rules must be followed but feel sympathy for a politically influential person, creating pressure to act unethically.
- Institutional influence: Organisational culture, peer pressure and political interference can create a gap between ethical beliefs and actual conduct.
- Strengthening ethical consistency: Ethics training, emotional intelligence, accountability mechanisms and ethical leadership help align beliefs, feelings and actions.
Thus, ethical civil service requires more than intellectual acceptance of moral principles. Ethical beliefs must be supported by appropriate emotions and translated into impartial, accountable action.
