Suppose you are an officer in charge of implementing a social service scheme to provide support to old and destitute women. An old and illiterate woman comes to you to avail the benefits of the scheme. However, she has no documents to show that she fulfils the eligibility criteria. But after meeting her and listening to her you feel that she certainly needs support. Your enquiries also show that she is really destitute and living in a pitiable condition. You are in a dilemma as to what to do. Putting her under the scheme without necessary documents would clearly be violation of rules. But denying her the support would be cruel and inhuman. a) Can you think of a rational way to resolve this dilemma? b) Give your reasons for it. [GS-4: Case Study] (20M, 250 words)

You have assumed the role of Commissioner of Police in a bustling metropolitan city, where a prominent foreign dignitary is set to visit for an official event, requiring the highest level of security measures comparable to that of a President. As a vital component of the meticulous security preparations, a decision has been made to impose a temporary prohibition on vehicular traffic along the designated route that the foreign dignitary will traverse to reach the event venue within the city. However, a mere 15 minutes prior to the dignitary’s expected arrival, you receive information regarding a critically-ill patient who finds themselves stranded en route to the hospital, accompanied by their family, within a privately-owned vehicle. In this situation, answer the following: a) Discuss the issues involved in halting traffic for VIP movement. b) List the options available to you in this situation with their merits and demerits. c) What will be your course of action? Justify with proper reasoning. [GS-4: Ethics, Integrity & Aptitude, Case Study] (20M, 250 words)

In one of the states, farmer unions have organized a mass protest due to the non-payment of their dues by private sugar factories over the past two years. On the day of the protest, a large number of farmers gathered, and in several locations, the demonstration escalated into violence, involving incidents such as stone throwing and vehicle destruction. The police struggled to contain the violent protesters at certain sites, resorting to using batons. Tragically, in one instance, the police opened fire, resulting in the tragic deaths of four farmers. This unfortunate incident exacerbated tensions, leading to more acts of violence by farmers in other areas, in protest of the police action. In response to mounting pressure from the opposition, a state Minister stated that the farmers did not lose their lives due to police firing, but rather, some troublemakers among the protesters had fired shots to sow discord and unrest within the state. However, this statement by the Minister did not quell the protesters; instead, it further infuriated them, as some eyewitnesses came forward to news channels and attested that the deaths were indeed a result of police firing. Consequently, this development cast the government in a negative light, and the police’s actions faced strong criticism from various intellectual circles. Public sentiment began to shift in favor of the protesting farmers. The government is now under immense pressure to de-escalate the situation, address the grievances of the farmers, and take action against the police officers involved in the shooting. The protesters have taken to blocking major state highways, severely disrupting the daily lives of the state’s residents. Moreover, there is a looming danger that the situation may spiral out of control at any moment. Suppose you are the district magistrate where the incident has taken place: a) You have to address the press conference. What will be your statement to the media if it seeks clarification on whether people died in the police firing as stated by the state minister? b) What are the ethical issues involved in the case? c) What steps will you take to tackle the post-firing situation effectively?
