Saraswati was a successful IT professional in USA. Moved by patriotic sense of doing something for the country she returned to India. Together with some other like-minded friends, she formed an NGO to build a school for a poor rural community. The objective of the school was to provide the best quality modern education at a nominal cost. She soon discovered that she has to seek permission from a number of Government agencies. The rules and procedures were quite confusing and cumbersome. What frustrated her most were delays, callous attitude of officials and constant demand for bribes. Her experience and the experience of many others like her have deterred people from taking up social service projects. A measure of Government control over voluntary social work is necessary. But it should not be exercised in a coercive and corrupt manner. What measures can you suggest to ensure that due control is exercised but well meaning, honest NGO efforts are not thwarted? You hold the position of Inspector General of Police as an IPS officer within a state. The recent occurrence of a tragic event involving the loss of life of a father-son duo within one of the districts of your jurisdiction, allegedly due to abusive behavior by the police while the Deputy Superintendent of Police (DSP) was supposedly present, has ignited widespread outrage throughout the state. This incident is not an isolated one, given the historical context of accusations raised by human rights organizations concerning instances of custodial deaths as a result of physical mistreatment by law enforcement officers. The State’s High Court, having taken independent notice of the recent distressing event, has issued an official communication to the state government, demanding a comprehensive account of the escalating frequency of such custodial fatalities. In response, the state government has established a dedicated Committee tasked with investigating the specific occurrence and delivering an exhaustive report that verifies the accuracy of the pertinent details. You have been entrusted with the responsibility of leading this Committee. It is important to note that you possess personal knowledge of the Deputy Superintendent of Police for the district, and you hold him in high regard for his integrity, diligent work ethic, and adherence to ethical standards. Privately, he has implored you to exonerate him from any wrongdoing, asserting that he was not present at the scene when the unfortunate incident took place. Balancing these considerations, it is evident that any adverse action against him could seriously tarnish his reputation and jeopardize his professional trajectory. Conversely, senior officials within the department are exerting significant pressure on you to assign full responsibility to the DSP and essentially use him as a scapegoat, with the intention of safeguarding the overall reputation of the state police force. Your role in this delicate situation involves navigating the complex dynamics between the evidence, personal beliefs, and institutional expectations, while ensuring fairness, transparency, and justice. In the given scenario, answer the following questions: (a) Identify the stakeholders and the ethical issues involved in the case. (b) What steps will you take to ensure that the enquiry is seen to be fair and impartial? (c) Given the challenges that the police forces in India operate under in their day-to-day functioning, suggest some initiatives to address them. As the Superintendent of Police (SP) in a district characterized by harmonious coexistence among diverse religious communities, your responsibility is paramount. Renowned for its architectural heritage, the district is a favoured destination for global tourists. However, recent unrest in a neighbouring state involving conflicting religious viewpoints has triggered a ripple effect across the nation. Within your jurisdiction, you have become privy to concerning reports from various sources regarding the dissemination of inflammatory videos that have the potential to disrupt law and order. Simultaneously, you are well-informed about the influx of individuals with questionable motives into your district. Notably, in a specific locality, a shopkeeper who had previously lodged a complaint about threats arising from his online posts has been brutally murdered, a shocking incident reverberating nationwide. Amid this scenario, it has come to your attention that a substantial number of members from the community to which the slain shopkeeper belonged are preparing to organize a massive protest within your district. Your role in managing these complex circumstances with finesse and impartiality is pivotal. (a) In the given situation, what are the options available to you to ensure that the law and order situation in the district remains stable. Provide a detailed account of your course of action. (b) Do you think the present legal and institutional mechanisms are sufficient to tackle the menace of hate speech in the society? (20 marks, 250 words) [GS-4: Ethics, Integrity & Aptitude]

Climate change and the deterioration of the environment have unleashed widespread disruption on a global scale. These issues bear significant implications for the well-being and sustenance of every person inhabiting the Earth. Despite the profound magnitude of their influence, the matters of climate change and environmental preservation have not yet assumed the status of pivotal electoral considerations in India. On a worldwide spectrum, political parties emphasizing ecological concerns are progressively gaining ground. Nations such as the Netherlands, Sweden, and Australia have commenced a noteworthy integration of these themes into their electoral discourse. In contrast, the advancement of a similar trend remains absent in the context of India. (a) In your view, why has politics in India not seen it’s ‘green moment’ yet? (b) Do you think people in India are generally apathetic to climate change and environment related issues? Suggest some initiatives to bring about a change in the attitude of the people towards the issue. (20 marks, 250 words) [GS-4: Ethics, Integrity & Aptitude]

In one of the states, farmer unions have organized a widespread protest due to significant pending payments from private sugar factories over the past two years. On the day of the protest, a substantial number of farmers participated, leading to instances of violence in various locations, including stone pelting and vehicle destruction. The police struggled to control the unruly crowd, resorting to baton charges in some areas. Unfortunately, in one instance, the police resorted to firing, resulting in the unfortunate death of four farmers. This tragic event escalated the tensions as other farmers reacted with violence in protest against the police action. In response to mounting pressure from the opposition, a state Minister made a statement suggesting that the farmers’ deaths were not a result of police firing, but rather attributed them to anti-social elements within the protesting crowd who incited unrest intentionally. However, this statement had the opposite effect, aggravating the protesters even more, especially as some eyewitnesses contradicted the Minister’s claim by speaking to news channels, asserting that the deaths were indeed caused by police firing. Consequently, the government’s reputation suffered and its handling of the situation faced criticism from various intellectual circles. Public sentiment began to favor the protesting farmers as a result of these events. The government found itself under immense pressure to de-escalate the tension, address the grievances of the farmers, and take action against the police personnel responsible for the fatal firing. The situation was further complicated by the farmers’ decision to block major state highways, severely disrupting the daily lives of the state’s residents. The government faced the impending risk of the situation spiraling out of control. Suppose you are the district magistrate where the incident has taken place: a. You have to address the press conference. What will be your statement to the media if it seeks clarification on whether people died in the police firing as stated by the state minister? b. What are the ethical issues involved in the case? c. What steps will you take to tackle the post-firing situation effectively? (20 marks, 250 words) [GS-4: Ethics, Integrity & Aptitude – Case Study]
