Saraswati was a successful IT professional in USA. Moved by patriotic sense of doing something for the country she returned to India. Together with some other like-minded friends, she formed an NGO to build a school for a poor rural community. The objective of the school was to provide the best quality modern education at a nominal cost. She soon discovered that she has to seek permission from a number of Government agencies. The rules and procedures were quite confusing and cumbersome. What frustrated her most were delays, callous attitude of officials and constant demand for bribes. Her experience and the experience of many others like her have deterred people from taking up social service projects. A measure of Government control over voluntary social work is necessary. But it should not be exercised in a coercive and corrupt manner. What measures can you suggest to ensure that due control is exercised but well meaning, honest NGO efforts are not thwarted? Your acquaintance has recently triumphed in the Civil Services Examination (CSE). He was granted cost-free education at a charitable institution managed by a political faction that adheres to an unconventional or radical belief system. From his early years, he has been instilled with this party’s ideology. Following his successful clearance of the examination and enrollment in the foundational course, he has gained insights into his own character. He identifies himself as an extremist and finds himself in disagreement with numerous fellow trainees, instructors, as well as current and former officers. He maintains that his extremist standpoint is valid and perceives centrist perspectives as mere acts of diplomacy. In his opinion, centrist ideologies lack meaning and blatantly compromise the truth. You are his peer in the foundational course, upholding an ideology in line with the ideal civil servant’s approach—balanced, impartial, and objective. The two of you engage in ceaseless debates and discussions, drawing stark contrasts. Many of your colleagues hold the view that your friend is unsuited for civil services due to these differences. However, your friend is remarkably transparent with you and consistently emphasizes his commitment to public service. He has unwaveringly resolved to dedicate himself to serving the public, willingly renouncing all personal aspirations to do so. What are the different values that will be compromised by your friend when he assumes office? [GS-4: Case Study] (20 marks, 250 words)
