In recent times, India has witnessed a surge in the dissemination of misleading information and fake news, a situation exacerbated by the outbreak of the coronavirus. This phenomenon has not only tainted public perception but has also led to various societal issues, including law and order disturbances, communal tensions, a decline in the scientific discourse, hindrances to development, and the propagation of superstition. The advent of social media has exacerbated the rapid spread of such erroneous information, akin to a wildfire in a dense forest. Imagine you are the District Magistrate of a district located in the northern region of India. Your district faces numerous developmental challenges, encompassing education, healthcare, nutrition, and infrastructure deficiencies, warranting its classification as an aspirational district. Agriculture remains the primary livelihood for the district’s populace. To address these challenges, the state government has initiated several e-governance programs, such as tele-education, tele-medicine, and automated Public Distribution System (PDS) outlets, aimed at enhancing service delivery to the local residents. You firmly believe that the digital revolution holds the potential to transform your district, especially considering the significant opportunities for IT-based industries due to its proximity to the national capital region. Your enthusiasm was further ignited when the government approved the establishment of 5G infrastructure in the state to provide high-speed internet connectivity. As part of this initiative, additional mobile towers are being erected, and fiber optic cables are being laid in your district, with numerous telecom companies investing substantial resources in these installations. However, a concerning development has emerged as you were informed that a substantial amount of misinformation regarding 5G technology is circulating among the residents of your district. Some individuals claim that 5G technology is responsible for the spread of the coronavirus, and numerous videos disseminating this false narrative have gone viral on social media platforms. These videos suggest that radiation emitted from 5G towers facilitates the mutation of the coronavirus, rendering it more dangerous. The situation escalated when a prominent celebrity filed a case in the Supreme Court, alleging that radiation from 5G towers poses risks to human health and the environment. This fueled widespread paranoia among hundreds of district residents, resulting in several instances of vandalism and destruction of mobile towers in recent weeks. Despite advisories from the Department of Telecommunication refuting the connection between the 5G network and the spread of COVID-19, the populace in your district continues to be influenced by false information and online trolls. As a rational and scientifically informed individual, you remain steadfast in your belief that such well-established technology has the potential to bring prosperity to society. Consequently, you have resolved to dispel the prevailing misinformation and promote investments in 5G technology within your district. Based on the above case study, answer the following questions: a. What are the reasons for the rise in rumours and fake news in society? How can a person differentiate between a fake and a piece of correct news? b. You as the DM of the district, how will you address such a situation of misinformation and rumour. Justify your course of action. Case Study: [GS-4: Ethics, Integrity & Aptitude] (20 marks, 250 words)
