Climate change and the deterioration of the environment have unleashed widespread disruption on a global scale. These issues bear significant implications for the well-being and sustenance of every person inhabiting the Earth. Despite the profound magnitude of their influence, the matters of climate change and environmental preservation have not yet assumed the status of pivotal electoral considerations in India. On a worldwide spectrum, political parties emphasizing ecological concerns are progressively gaining ground. Nations such as the Netherlands, Sweden, and Australia have commenced a noteworthy integration of these themes into their electoral discourse. In contrast, the advancement of a similar trend remains absent in the context of India. (a) In your view, why has politics in India not seen it’s ‘green moment’ yet? (b) Do you think people in India are generally apathetic to climate change and environment related issues? Suggest some initiatives to bring about a change in the attitude of the people towards the issue. (20 marks, 250 words) [GS-4: Ethics, Integrity & Aptitude]

In one of the states, farmer unions have organized a widespread protest due to significant pending payments from private sugar factories over the past two years. On the day of the protest, a substantial number of farmers participated, leading to instances of violence in various locations, including stone pelting and vehicle destruction. The police struggled to control the unruly crowd, resorting to baton charges in some areas. Unfortunately, in one instance, the police resorted to firing, resulting in the unfortunate death of four farmers. This tragic event escalated the tensions as other farmers reacted with violence in protest against the police action. In response to mounting pressure from the opposition, a state Minister made a statement suggesting that the farmers’ deaths were not a result of police firing, but rather attributed them to anti-social elements within the protesting crowd who incited unrest intentionally. However, this statement had the opposite effect, aggravating the protesters even more, especially as some eyewitnesses contradicted the Minister’s claim by speaking to news channels, asserting that the deaths were indeed caused by police firing. Consequently, the government’s reputation suffered and its handling of the situation faced criticism from various intellectual circles. Public sentiment began to favor the protesting farmers as a result of these events. The government found itself under immense pressure to de-escalate the tension, address the grievances of the farmers, and take action against the police personnel responsible for the fatal firing. The situation was further complicated by the farmers’ decision to block major state highways, severely disrupting the daily lives of the state’s residents. The government faced the impending risk of the situation spiraling out of control. Suppose you are the district magistrate where the incident has taken place: a. You have to address the press conference. What will be your statement to the media if it seeks clarification on whether people died in the police firing as stated by the state minister? b. What are the ethical issues involved in the case? c. What steps will you take to tackle the post-firing situation effectively? (20 marks, 250 words) [GS-4: Ethics, Integrity & Aptitude – Case Study]
