The situation in the district mentioned above appears to be quite challenging, as both the social and administrative systems are on the verge of collapse. This has led to a significant waste of human and social capital, an increase in crime rates, and a threatening impact on the district’s future prospects and its inhabitants.

The crisis can be analyzed from various angles:

  • Legal Aspect: The district faces issues such as money laundering, poppy farming, and arms smuggling related to the narcotics trade, all of which are prohibited under the existing laws.
  • Security Aspect: Frontier districts in India are vulnerable to subversive groups seeking to destabilize democracy and challenge the authority of the state. Activities like arms smuggling and money laundering serve as sources of funding for their anti-social operations.
  • Social Aspect: A society plagued by such problems can never focus on vital aspects like education, health, development, empowerment, and welfare, which are fundamental goals of a welfare state.
  • Economic Aspect: The involvement of people in such illicit activities contributes to the growth of a black economy, posing a threat to the state’s overall well-being.
  • Political and Administrative Aspect: There are allegations of collusion between local political leaders, senior police officers, and the drug mafia, raising concerns about moral and ethical integrity.

In my capacity as a female Superintendent of Police, I propose a well-considered, precise, and swift response to address this crisis with long-term implications in mind:

  • Conducting Thorough Investigation: It is essential to conduct an internal investigation within the police establishment to identify and appropriately punish those involved in illegal activities.
  • Strengthening Law Enforcement: Strict enforcement of existing laws is crucial. The success story of Sanjukta Parashar, the inspirational lady SP of Sonitpur district, who effectively curbed insurgency and illegal arms trade, serves as a reference.
  • Collaboration with Border Security Forces: Given the district’s location in a frontier state, the involvement of transnational elements must be considered. Cooperation between the police force and Border Security personnel can help isolate local elements through rigorous patrolling and search operations.
  • Addressing Social Dimensions: It is essential to engage with other administrative officers, such as the District Magistrate, and involve various stakeholders like NGOs and Panchayat heads to address the issue holistically and foster education and awareness.
  • Poppy Cultivation Alternatives: Efforts should be made to encourage regular farmers involved in poppy cultivation to adopt alternative, legal means of livelihood.
