  • Tech-Aided Capacity Building: The cornerstone of Mission Karmayogi is its reliance on the iGOT Karmayogi digital platform, incorporating global best practices to deliver capacity-building programs. This platform serves as the foundation for the National Programme for Civil Services Capacity Building (NPCSCB).
  • Broad Coverage: The initiative targets the development of 46 lakh central government employees across all hierarchical levels. Over a five-year period, an allocation of Rs. 510 crores has been designated for this ambitious endeavor.
  • Shift from Rules to Roles: A pivotal aspect of Mission Karmayogi is the transition from a “rules-based” approach to a “roles-based” Human Resource Management (HRM) system. This shift aims to align an official’s competencies with the specific requirements of their role. Besides domain knowledge training, the program focuses on enhancing “functional and behavioral competencies” while introducing a robust performance evaluation mechanism.
  • Integrated Approach: In the long term, the program intends to integrate various service-related aspects, including confirmation after the probation period, deployment, work assignments, and vacancy notifications, into a unified framework.
  • Uniform Training Standards: Mission Karmayogi aims to standardize training procedures across the country, ensuring a common understanding of India’s development goals and aspirations among civil servants.

Holistic Development of Human Resources and State’s Capacity:

  • Enhanced Domain Knowledge: By providing specialized training, Mission Karmayogi enables civil servants to develop domain-specific expertise. For instance, officers responsible for public health can undergo courses that deepen their understanding of healthcare management.
  • Continuous Skill Development: Officers’ performance evaluations are tied to the courses they undertake throughout their careers. This encourages them to continually enhance their skills and adapt to changing circumstances.
  • Collaboration with Learning Content Creators: The initiative actively partners with various learning content creators, including public training institutions, universities, startups, and experts. This collaborative approach ensures access to high-quality learning materials and diverse perspectives.
