Like the scope question, importance divides two ways — as a specialised subject of study and as an activity. The first is traced through a chain of landmark reports from the Haldane Committee (1919) to the World Development Report (2002); the second through the rise of the Administrative State, whose motto is "human welfare". Importance of Public Administration — The Two Halves

We will be discussing the importance of public administration as a specialized subject of study, and later the role and importance of public administration in the modern society.

📌 The structural rule for this chapter

Just as with scope, the importance question has two halves — the academic case and the practical case. Candidates who write only about the welfare state miss the entire first half. Put both as sub-headings in the answer booklet; the structure alone signals command.

I. Importance as a Specialized Subject of Study

The importance of public administration as a specialized subject can be attributed to the following reasons.

1. The practical concern — efficient delivery of public services

One of the important reasons is the practical concern that the government today has to work towards the public interest. The first and foremost objective of public administration is to efficiently deliver public services.

In this context, the Wilsonian definition of the subject as an efficiency-promoting and pragmatic field was the first explicitly articulated statement on the importance of a separate discipline of public administration.

Woodrow Wilson, "The Study of Administration" (1887), published in the Political Science Quarterly, is the founding essay of the discipline. Wilson's argument was that "it is getting to be harder to run a constitution than to frame one" — designing institutions is one problem; operating them efficiently is another, and it needed its own field of study.

He wrote against the backdrop of the American spoils system and its reform through the Pendleton Act, 1883, which introduced merit-based recruitment. Wilson also laid the seed of the Politics–Administration Dichotomy — "administration lies outside the proper sphere of politics" — later systematised by Frank Goodnow in Politics and Administration (1900). Wilson is therefore called the father of Public Administration as a discipline.

2. The chain of landmark reports

During the first half of the preceding century, a number of countries have appointed committees to look into the problems of administration and recommended suitable administrative machinery to respond to diverse public needs. They include:

Recommended an O&M (Organisation and Methods) division and a national institute of administration — leading to the establishment of the Indian Institute of Public Administration (IIPA) in 1954.

During the last four decades also, a number of reports produced by committees and commissions appointed by governments in various countries or by multilateral agencies, and books published by scholars, have enriched the discipline and provided new perspectives to public administration to tune it to the changing needs of the times. U.S.A., 1992 The manifesto of entrepreneurial government and the intellectual engine of New Public Management. Its ten principles include "steering rather than rowing", mission-driven rather than rule-driven government, and results-oriented, customer-driven, competitive administration.
Governance and Sustainable Development UNDP, 1997 Shifted the vocabulary from "government" to "governance", defining it as the exercise of economic, political and administrative authority, and setting out the characteristics of good governance — participation, rule of law, transparency, responsiveness, consensus orientation, equity, effectiveness and efficiency, accountability and strategic vision.
World Development Report: Building Institutions for Markets The World Bank, 2002 Argued that markets need institutions — property rights, contract enforcement, regulation and information flows — to function, and that building them is a core administrative task. 📌 Read the chain as an argument, not a list

The sequence tells a story, and saying so is worth marks. Haldane and Brownlow ask how should the machinery be structured? — the classical question. Gorwala and Appleby ask how do we build an administration fit for planned development? — the development administration question. Fulton asks are our administrators competent? — the professionalisation question. Osborne and Gaebler ask can government behave like an entrepreneur? — the NPM question. UNDP and the World Bank ask who governs, and with what institutions? — the governance question.

One line summarising this progression is worth more than reciting all nine reports.

3. The social science perspective

Administration is looked at, in the social science perspective, as a cooperative and social activity. Hence the concern of academic inquiry would be to understand the impact of government policies and operations on society. Questions requiring careful analysis include:

  • What kind of society do the policies envisage?
  • To what extent is administrative action non-discriminatory?
  • How is public administration functioning, and what are the immediate and long-term effects of governmental action on the social structure, the economy and the polity?

From the social science perspective, public administration as a discipline has to draw on a variety of sister disciplines such as History, Sociology, Economics, Geography, Philosophy, Psychology, etc., with the objective to explain and not just to prescribe.

📌 Value addition — "to explain and not just to prescribe"

This short phrase marks the single most important methodological shift in the discipline.

The classical writers were prescriptive — they told administrators what to do (POSDCoRB, span of control, unity of command). Herbert Simon in Administrative Behavior (1947) insisted the field must first become explanatory and empirical — describing how decisions are actually made before recommending how they should be.

Map the borrowings for the interdisciplinary point: Sociology gives Weber's bureaucracy; Psychology gives the Hawthorne studies, Maslow and Herzberg; Economics gives Public Choice and cost–benefit analysis; Political Science gives power, legitimacy and accountability; History gives administrative continuity; Philosophy gives ethics and justice (Rawls in New Public Administration). This is also why the discipline has faced a recurring identity crisis — a topic later in the syllabus.

4. Special status in the developing countries

Public administration has a special status in the developing countries. Many of these countries, after independence from colonial rule, have stressed upon speedy socio-economic development. Obviously, these countries have to rely on government for speedy development. The latter requires a public administration to be organised and effectively operated for increasing productivity quickly. Likewise, social welfare activities have to be effectively executed.

These aspects have given birth to the new sub-discipline of development administration. The emergence of development administration is indicative of a felt need for a body of knowledge about how to study third world administration and at the same time to bring about speedy socio-economic development with government's intervention. Development administration has therefore emerged as a sub-discipline to serve the cause of development.

Who coined it: the term is generally credited to U. L. Goswami (1955), and was popularised by Edward Weidner, Fred W. Riggs, George Gant and Albert Waterston through the Comparative Administration Group (CAG) of the American Society for Public Administration, founded in 1960 under Riggs with Ford Foundation support.

The two-sided definition you must state: development administration means both the administration of development (delivering plans and programmes) and the development of administration (building administrative capacity itself). Missing this pair is a common slip.

Riggs' contribution: the Prismatic-Sala model, with its features of heterogeneity, formalism and overlapping — explaining why transplanted Western techniques produce form without substance in transitional societies.

Indian illustration: the Community Development Programme (1952), the Five Year Plans, the Green Revolution, and today the Aspirational Districts Programme and Mission Karmayogi — the second being explicitly the development of administration.

5. Public administration touches citizens at every step

Public administration, as witnessed, holds a place of significance in the lives of people. It touches them at every step. For most of their needs, the citizens depend upon public administration.

In view of the important role of public administration in the lives of people, the citizens of a country cannot ignore it. Therefore, its teaching should become a part of the curriculum of educational institutions. People must get to know about the structure of government, the activities it undertakes and the manner in which these are actually performed. The study of public administration will contribute to the realization of the values of citizenship.

Trace a single Indian citizen's life through the administrative State: a birth certificate from the municipality, an Aadhaar number from UIDAI, Anganwadi nutrition, a government school under RTE, a ration card under NFSA, a caste or income certificate from the tehsildar, UPSC or SSC for employment, an EPFO account, an Ayushman Bharat card, a pension under NSAP, and finally a death certificate.

The exam-worthy formulation: for most citizens, the government is not the Constitution or Parliament — it is the ration shop, the police station and the tehsildar's office. That is why the source argues the subject deserves a place in the school curriculum and links it to the values of citizenship — an argument that connects directly to Article 51A, the Fundamental Duties.

II. Importance of Public Administration as an Activity

The contemporary age has witnessed the emergence of the "Administrative State", in which public administration has become an essential part of society and a dominant factor.

The functions it is called upon to perform have expanded in scope and nature, and what is more, are continually increasing. Many of them are more positive in nature because they care for the essential requirements of human life — be it health, education, recreation, sanitation, social security or others. It is therefore a creative factor, with its motto being "human welfare". These functions are over and above its regulatory functions.

The phrase is the title of Dwight Waldo's The Administrative State (1948), the book that attacked the classical school's treatment of efficiency as a value-neutral goal and insisted that administration rests on a political philosophy.

The term carries a double edge that a good answer will note. Positively, it signals the State's expanded capacity to secure welfare. Critically, it raises the problem that an unelected, permanent bureaucracy wields enormous discretionary and delegated power — what Fritz Morstein Marx meant in calling public administration "the heart of the problem of modern government". Writing both sides is what separates an evaluative answer from a descriptive one.

Do not string all four together. Match each to the direction of the question.

Wilson → when asked about visibility and the executive character of administration.
Brooke Adams → when asked about administration as an agent of social change; note the striking claim that administration cushions the shock of social revolution — reform through administration rather than upheaval.
Donham → when asked about state capacity, failure or collapse; pair it with fragile-state examples.
Appleby → the strongest opening line for any question on importance. "A discussion club" is the phrase examiners remember.

Role of Public Administration in Developed and Developing Societies

Basis of
Government
A Government can exist without a legislature or an independent judiciary. But no Government can exist without administration.

Value addition: during an Emergency or in military regimes, legislatures are suspended and courts curtailed — yet revenue collection, policing and service delivery continue. Administration is the irreducible core of the State.
Providing
Services
Public administration is mainly concerned with the performance of various activities performed by government in the public interest. Felix A. Nigro aptly remarks: "The real core of administration is the basic service which is performed for the public."

Value addition: in India — PDS, PM POSHAN, Ayushman Bharat, Jal Jeevan Mission, the postal network and Indian Railways.
Implementing
Policies
Modern governments go a long way in formulating and adopting sound policies, laws and regulations. It should not be forgotten that such policies and laws are not merely printed papers. Such paper declarations of intent are translated into reality by public administration, thus converting words into action and form into substance.

Value addition: the RTI Act, 2005 is words on paper until a Public Information Officer is designated in every public authority; MGNREGA is a statute until a job card is issued and muster rolls are maintained.
Stabilizing
Force
Public administration is a major force for bringing stability in society. Though government often changes, violent change is seldom experienced by administration. An element of continuity between the old and the new orders is provided by public administration. This does not hold true only of constitutional changes of government in democratic countries, but is also reflected when there are revolutionary changes in the form and character of government.

Value addition: the steel frame — the ICS-to-IAS continuity across 1947, and the smooth transfer of power after every Indian general election, conducted by a permanent machinery under the Election Commission.
Social Change
& Development
Public administration's role as a change agent is particularly crucial in developing nations. It is expected of the state at present to work for accelerating socio-economic change and not to be a passive agency to maintain the status quo.

Value addition: abolition of untouchability under Article 17 and the PoA Act 1989; land reforms; the Green Revolution; universal immunisation; Swachh Bharat. Administration here is not neutral machinery but a deliberate instrument of transformation.
Technical
Character
The present-day government is expected to provide various services to its population. The increase in the number of functions undertaken by the government requires highly specialized, professional and technical services. Modern public administration usually represents a galaxy of all of a nation's occupations.

Value addition: ISRO scientists, DRDO engineers, CGHS doctors, forest officers, statisticians in the NSO, economists in the Finance Ministry, cyber experts in CERT-In. This point is the theoretical root of the generalist–specialist debate and of lateral entry.

Approach: State the two-sided definition explicitly. For the first side — Five Year Plans, Community Development Programme, Green Revolution, MGNREGA. For the second — ARC reports, Mission Karmayogi, LBSNAA and capacity building. Bring in Riggs, Weidner and the CAG for theoretical grounding.

Common Mistakes to Avoid

  • Writing only about the welfare state. The chapter has two halves. The academic case — Wilson, the report chain, the social-science perspective, development administration — is half the marks.
  • Listing the reports without connecting them. The sequence is an argument: machinery → development → professionalisation → entrepreneurship → governance. Say it in one line.
  • Confusing Felix A. Nigro's quotation. "The real core of administration is the basic service which is performed for the public" belongs to the service role, not the general definition chapter.
  • Attributing "Administrative State" loosely. It is the title of Dwight Waldo's 1948 book, and the term carries a critical edge, not only a celebratory one.
  • Giving development administration only one meaning. It is both the administration of development and the development of administration.
  • Purely celebratory answers. UPSC rewards balance. Always add a short paragraph on accountability, capacity and bureaucratic pathologies.

  • From the social science perspective, administration is a cooperative and social activity, and the discipline must draw on History, Sociology, Economics, Geography, Philosophy and Psychology with the objective to explain and not just to prescribe. In developing countries, the demand for speedy socio-economic development gave birth to the sub-discipline of development administration.
  • As an activity, the contemporary age has produced the "Administrative State", where functions have expanded in scope and nature and are continually increasing — many positive in nature, covering health, education, recreation, sanitation and social security — making administration a creative factor with the motto of "human welfare", over and above its regulatory functions.
  • The four classic endorsements: Wilson — administration is government in action, the executive, operative and most visible side of government; Brooke Adams — it facilitates social change and cushions the shock of social revolution; W. B. Donhamif civilization fails it will be mainly because of breakdown of administration; and Paul H. Appleby — without administration, government would be a discussion club.
  • Its six roles are as the basis of government, an instrument for providing services (Felix A. Nigro — "the real core of administration is the basic service performed for the public"), an instrument for implementing policies, a stabilizing force, an instrument of social change and economic development, and a body of technical character. Gerald Caiden adds eight crucial roles, and the growth drivers are the welfare and democratic state, the Industrial Revolution, scientific and technological development and economic planning.
