By the scope of Public Administration, we mean the major concerns of Public Administration as an activity and as a discipline.

Most candidates write only about POSDCoRB and lose half the question. Scope as an activity answers: how far does the administrative State reach? Scope as a discipline answers: what belongs inside the syllabus of Public Administration? A 20-marker on scope must address both, and the sub-headings alone will earn structure marks.

Scope of Public Administration as an Activity

Broadly speaking, Public Administration embraces all the activities of the government. Hence as an activity the scope of public administration is no less than the scope of state activity.

In the modern welfare state people expect many things — a wide variety of services and protection from the government. In this context public administration provides a number of welfare and social security services to the people. Besides, it has to manage government owned industries and regulate private industries. Public administration covers every area and activity within the ambit of public policy. Thus, the scope of public administration is very wide in the modern state.

Welfare
Welfare and social security services. India: the National Social Assistance Programme (old-age, widow and disability pensions), PM Matru Vandana Yojana, Ayushman Bharat, the National Food Security Act, 2013 and MGNREGA — all delivered through administrative machinery.
Owning
Managing government-owned industries. The Public Sector Undertakings — Indian Railways, ONGC, NTPC, BHEL, LIC — described by Nehru as the "temples of modern India". Their management is squarely Public Administration.
Regulating
Regulating private industries. SEBI for securities, TRAI for telecom, CCI for competition, IRDAI for insurance, FSSAI for food, CPCB for pollution. Post-liberalisation, the State does less rowing and more steering — but the administrative footprint has not shrunk, only changed shape.

Trace the arc in one line each; it makes an excellent introduction to any scope answer.

Police State — the classical liberal minimum: defence, law and order, revenue, justice. Administration is regulatory only.
Welfare State — after the two World Wars and the Great Depression, the State takes on health, education, social security and employment. Administration becomes service-delivering.
Development State — in post-colonial societies, administration becomes an agent of planned socio-economic transformation (Five Year Plans, Community Development Programme, Green Revolution).
Regulatory and Facilitative State — after 1991, disinvestment and liberalisation shift the State from producer to regulator; independent regulators multiply.
Enabling / Governance State — today the State works with markets and civil society: PPPs, DBT, e-governance, outcome budgeting.

The key insight: the scope did not contract after 1991. Regulation is administration too.

The constitutional anchor for the activity view

  • Article 12 defines "the State" widely — Government and Parliament of India, Government and Legislature of each State, and all local or other authorities. That definition marks the outer boundary of the administrative State.
  • Part IV — the Directive Principles supply the substantive agenda: Article 38 (welfare and social order), Article 41 (work, education, public assistance), Article 43 (living wage), Article 47 (nutrition and public health as primary duties), Article 48A (environment).
  • The Seventh Schedule maps the functional spread across the Union, State and Concurrent Lists.
  • Articles 243G and 243W with the Eleventh and Twelfth Schedules extend administration to 29 rural and 18 urban subjects at the local level.

Scope of Public Administration as a Discipline

The scope of public administration as a discipline — that is, as a subject of studies — comprises of the following: the POSDCoRB view and the Subject Matter view.

I. The POSDCoRB View

Several writers have defined the scope of public administration in varying terms. Gulick sums up the scope of the subject by the letters of the word POSDCoRB, which denote: Planning, Organization, Staffing, Directing, Coordinating, Reporting and Budgeting.

Gulick's case for POSDCoRB

According to Gulick, the POSDCoRB activities are common to all organizations. They are the common problems of management which are found in different agencies regardless of the nature of the work they do. POSDCoRB gives unity, certainty and definiteness and makes the study more systematic.

📌 Value addition — the origin and the politics behind POSDCoRB

Where it comes from: Luther Gulick set out POSDCoRB in "Notes on the Theory of Organization", published in Papers on the Science of Administration (1937), which he edited with Lyndall Urwick. The volume is the high-water mark of the Classical / Structural school.

Why it was written: Gulick was a member of the Brownlow Committee — the President's Committee on Administrative Management (1937) — set up by Franklin D. Roosevelt to reorganise the American federal executive after the New Deal expansion. Its famous conclusion was that "the President needs help". POSDCoRB was therefore not an abstract classification but a practical answer to the Chief Executive's problem of control.

Two details examiners like: the "Co" is written in lower case because it stands for a two-letter syllable (Coordinating); and Gulick derived his scheme from Henri Fayol's five elements — planning, organising, commanding, coordinating, controlling — expanding them to seven for the public sector by adding Staffing, Reporting and Budgeting.

📌 How to use this table

Do not reproduce the whole table in a 10-marker. Pick two or three rows — say Coordinating → Cabinet Secretariat and Budgeting → Article 112 — and drop them in as illustration. That single move converts a theory answer into an applied one, which is what separates a 6 from a 9 in this optional.

Criticism of the POSDCoRB View

The critics pointed out that the POSDCoRB activities were neither the whole of administration, nor even the most important part of it.

Uniformity

The POSDCoRB view overlooks the fact that different agencies are faced with different administrative problems, which are peculiar to the nature of the services they render and the functions they perform.
Ignores
substance
The POSDCoRB view takes into consideration only the common techniques of the administration and ignores the study of the "subject matter" with which the agency is concerned.
No policy
A major defect is that the POSDCoRB view does not contain any reference to the formulation and implementation of the policy.
Too narrow
Therefore, the scope of administration is defined very narrowly, being too inward looking and too conscious of the top management.
📌 Value addition — four more critiques that lift the answer

1. Herbert Simon (1946) — "The Proverbs of Administration". Simon attacked the classical principles as "proverbs" — they come in mutually contradictory pairs, each plausible, with no criterion to choose between them. Specialisation by purpose versus by process, narrow versus wide span of control. He later developed this in Administrative Behavior (1947), replacing "principles" with the decision-making approach and bounded rationality.

2. Dwight Waldo (1948) — The Administrative State. POSDCoRB rests on an unexamined political philosophy that treats efficiency as a neutral, self-evident value. Administration cannot be value-free.

3. Robert Dahl (1947) — "The Science of Public Administration: Three Problems". A universal science of administration faces three obstacles: the place of normative values, the variability of human behaviour, and the social and cultural setting — so POSDCoRB cannot be culture-free.

4. The developing-country critique. Fred Riggs' Prismatic-Sala model shows that Western administrative techniques behave differently in transitional societies marked by formalism, heterogeneity and overlapping. Importing POSDCoRB without the subject matter and the social context produces form without substance — a point of obvious relevance to Indian administration.

II. The Subject Matter View

We all know that public administration deals not only with the processes but also with the substantive matters of administration, such as Defence, Law and Order, Education, Public Health, Agriculture, Public Works, Social Security, Justice, Welfare, etc.

These services require not only POSDCoRB techniques but also have important specialized techniques of their own which are not covered by POSDCoRB techniques.

The illustrative example — Police Administration

For example, if you take Police Administration, it has its own techniques in crime detection, maintenance of Law and Order, etc., which are much and more vital to efficient police work than the formal principles of organisation, personnel management, coordination or financeand it is the same with other services too.

📌 Value addition — build your own subject-matter examples

The examiner rewards candidates who extend the police example to other sectors. Keep three ready:

Public Health. Epidemiological surveillance, contact tracing, cold-chain management for vaccines, disease-outbreak modelling. No amount of POSDCoRB tells a District Health Officer how to contain an outbreak — that requires domain knowledge.

Defence. Strategy, logistics, procurement of platforms, operational doctrine. The Ministry of Defence needs coordination and budgeting like any ministry, but also technical judgement no generalist framework supplies.

Agriculture. Extension services, soil-health advisory, seed and input distribution, crop insurance assessment — delivered through ICAR and Krishi Vigyan Kendras.

Disaster Management. Early warning, evacuation protocols, incident response systems under the NDMA and NDRF — a field that barely existed when Gulick wrote.

The bridge to a live debate: the Subject Matter View is the theoretical foundation of the generalist versus specialist controversy in Indian administration — and of lateral entry into the higher civil service. Say so, and the answer suddenly has contemporary bite.

📌 Why the scissors image is worth memorising exactly

Meriam's metaphor is precise, and the precision is the point. Scissors do not cut because one blade is sharper; they cut because two blades work against each other. Neither blade cuts alone.

Applied to Indian administration: a District Collector needs POSDCoRB — planning the district budget, staffing, coordinating line departments, reporting to the Divisional Commissioner. But handling a flood, a communal flare-up or a disease outbreak demands subject-matter judgement that no generic management framework supplies.

Draw it. A simple two-blade scissors diagram in the answer booklet, labelled Technique and Substance, takes fifteen seconds and reads far better than a paragraph.

The POSDCoRB versus Subject Matter debate belongs to the 1930s–40s. The examiner increasingly wants to know what has happened since. Keep this trajectory ready.

📌 The one-line verdict on POSDCoRB today

POSDCoRB has been displaced as a theory but survives as a checklist. No serious scholar today defends it as the whole of Public Administration. Yet every functioning organisation still plans, organises, staffs, directs, coordinates, reports and budgets. Its descriptive utility outlived its theoretical claim — and saying exactly that is a strong concluding line for any POSDCoRB question.

Scope is asked almost every cycle, usually as a 10-mark comment on a POSDCoRB proposition. The examiner tests whether you can defend and then demolish the same statement.

Give the seven functions in one compressed line, state his three claims — common to all organizations, gives unity, certainty, definiteness, makes study systematic. "The POSDCORB view of Public Administration is too narrow to explain its reality." Elucidate.

Approach: Lead with the exact charge from the source — "too inward looking and too conscious of the top management", and the major defect that it makes no reference to policy formulation and implementation. Then the Subject Matter View with the police crime-detection example. Add Riggs on developing societies for depth.

Approach: Attribute to Lewis Meriam in the first line. Blade one = POSDCoRB technique; blade two = subject-matter knowledge. Argue that neither blade cuts alone. Illustrate with the District Collector handling a flood, and connect to the generalist–specialist debate and lateral entry.

"The scope of Public Administration as an activity is co-terminous with the scope of State activity itself." Critically examine in the context of the post-liberalisation Indian State.

Approach: Use the Police → Welfare → Development → Regulatory → Enabling State arc. Argue that liberalisation changed the form of administration, not its extent — disinvestment on one side, a proliferation of independent regulators on the other. Anchor in Article 12, Part IV and the Seventh Schedule.

Approach: Theoretical demolition — Simon, Dahl, Waldo. Administrative survival — map each letter to an Indian institution (NITI Aayog, Allocation of Business Rules, UPSC and DoPT, Cabinet Secretariat, CAG, Article 112). Conclude with the descriptive utility outlived theoretical claim formulation.

Common Mistakes to Avoid

  • Writing only about POSDCoRB. The question on scope has two halves — activity and discipline. Omitting the activity half is the single costliest error in this chapter.
  • Spending half the answer expanding the acronym. The seven functions are worth two or three lines, not fifteen. The marks are in the evaluation.
  • Ending on the criticism. Always close with Meriam's scissors or a comparable synthesis. UPSC rewards balance, not demolition.
  • Attributing POSDCoRB to Fayol. Fayol gave the five elements — planning, organising, commanding, coordinating, controlling. Gulick gave POSDCoRB, adding Staffing, Reporting and Budgeting.
  • Forgetting that "Co" is one unit. POSDCoRB has seven functions, not eight. The lower-case "o" is the giveaway.
  • No Indian example. Every scope answer should carry at least one — the Cabinet Secretariat for coordination, Article 112 for budgeting, or the police crime-detection illustration.
  • Treating the debate as closed in 1940. Carry it forward to New Public Administration, NPM and Governance to show the examiner you see the whole syllabus as one argument.
