Part B: Major Changes in New IIP Series (Base 2022-23)

1. Expanded Scope & Coverage

  • New sectors added: Gas Supply; Water Supply, Sewerage & Waste Management — over and above Mining, Manufacturing, Electricity.
  • Mining now includes minor minerals and rare earth minerals (not covered in 2011-12 series).
  • Electricity index now separately compiled for Renewable (hydro, wind, solar) and Non-Renewable (thermal, nuclear) sources.
  • Mining & Quarrying now disaggregated into: (i) Fuel Minerals, (ii) Metallic Minerals incl. Rare Earth, (iii) Non-Metallic Minerals incl. Minor Minerals.
  • Total sectors: 4 (Mining, Manufacturing, Electricity & Gas Supply, Water & Waste).

2. Revamped Item Basket

ParameterOld Series (2011-12)New Series (2022-23)
Total Item Groups 407 463
Total Products 839 1,042
Value-term item groups 109 234

Articles of non-woven textiles Bicycle/Tricycle/Rickshaw tyre tubes
Parts of aircraft & spacecraft LMV tyre tubes
Stents; Vaccines (non-veterinary) Printing machinery; Sewing machines

3. Updated Weights & Sectoral Comparison

Weights updated using Gross Value Added (GVA) from NAS (base 2022-23) at sectoral level and Annual Survey of Industries (ASI) at NIC-2/3/4 digit for FY 2022-23. Electricity weights based on revenue share per source.

4. Linking Factor (2011-12 series → 2022-23 series)

Calculated using the Geometric Mean (GM) method. Linked series = Old series index ÷ Linking Factor.

SectorLinking Factor
Mining & Quarrying1.1890
Manufacturing1.3700
Electricity1.8495
General Index1.3834
Water Supply, Sewerage & Waste MgmtNot computable (new sector)

MoSPI does not prescribe any specific method for linking; methodology choice is left to users. Growth rates of old and new series are not strictly comparable due to differences in coverage, item basket, methodology, and weighting.

5. New Source Agencies (4 Added)

  • IREL (India) Limited, Dept. of Atomic Energy — for rare earth minerals.
  • Directorates of Economics & Statistics (DES) of States — for minor minerals.
  • Ministry of Housing & Urban Affairs (MoHUA) — for water supply & sewerage.
  • Dept. of Drinking Water & Sanitation — for water supply & waste management.

6. Other Methodological Changes

  • WPI used to deflate value-term item groups; will transition to Output PPI once released and stability assessed.
  • NIC-2025 replaces NIC-2008 for compilation and dissemination.
  • Provision for substitution of closed/non-operational factories incorporated to maintain representativeness.
  • Use-Based Categories remain the same 6; individual item-group classifications reviewed & updated.

Mains Practice Question (GS-III)

“The revision of IIP base year from 2011-12 to 2022-23 represents a structural shift in India’s industrial measurement framework.” Critically analyse the major methodological changes and discuss their implications for tracking India’s industrial performance and policymaking.

UPSC-Style MCQ

Consider the following statements regarding the new IIP series with base year 2022-23:

  1. Water Supply, Sewerage and Waste Management is a newly added sector not covered in the earlier series.
  2. The item basket now consists of 463 item groups mapped from 1,042 products.
  3. MoSPI has prescribed the Geometric Mean method as the mandatory approach for linking the two IIP series.
  4. NIC-2025 replaces NIC-2008 for compilation and dissemination of the new IIP series.

Which of the statements given above are correct?

  1. (a) 1, 2 and 4 only
  2. (b) 1, 3 and 4 only
  3. (c) 2, 3 and 4 only
  4. (d) 1, 2, 3 and 4
Answer: (a) 1, 2 and 4 only
Statement 3 is incorrect: MoSPI explicitly states it does not prescribe any specific method for linking; the GM method is used only for calculating the linking factor published by MoSPI, but users are free to apply their own methodology. Statements 1, 2, and 4 are factually correct as per the press release.
