These new rules clarify who can apply for the UPSC Civil Services Examination 2026 and the conditions for reappearing.

1. Absolute Restriction for IAS & IFS Officers
Can an IAS or IFS officer apply for UPSC 2026?
- No. If you have been appointed to the IAS or IFS based on a previous examination and continue to be a member of that service, you are NOT eligible to appear in UPSC CSE 2026.
- What if appointment happens mid-exam?
- After Prelims: If you are appointed to IAS/IFS after the UPSC Prelims 2026 but before the Mains, you will be disqualified from writing the Mains 2026.
- After Mains: If appointed after the Mains but before the final result, you will not be considered for any service allocation in CSE 2026.
2. Rules for IPS Officers in UPSC 2026
Can an IPS officer apply for UPSC 2026?
- Yes. Candidates already appointed to the Indian Police Service (IPS) can apply and appear for CSE 2026.
- Important Condition: You cannot opt for IPS again in your service preferences. You must compete for other services (like IAS, IFS, or Central Services).
3. The “One-Time Improvement” Rule (For CSE 2026 Allocations)
This is a new provision for candidates who get selected in CSE 2026.
- Eligibility: If you are allocated IPS or a Group ‘A’ Central Service in CSE 2026, you get one chance to improve your rank in CSE 2027.
- Training Exemption: You must apply for a one-time training exemption. This facility is available only once.
- Conditions:
- If you neither join training nor take the exemption, your CSE 2026 allocation is cancelled.
4. Scenarios for Improvement Attempts (CSE 2027)
If you use the exemption to appear in CSE 2027, here is what happens based on your result:
- Scenario A: You get a better service in 2027.
- You must choose between your 2026 service and 2027 service. The other allocation will be cancelled.
- Scenario B: You do not get a service in 2027.
- You can go back and join your 2026 allocated service.
- Scenario C: You don’t join training for either.
- Allocations for both years (2026 and 2027) will be cancelled.
5. Future Restrictions (CSE 2028 Onwards)
Can I appear again after using the improvement chance?
- No. After utilizing the one-time improvement attempt in CSE 2027, you cannot appear in CSE 2028 or later unless you resign from your current service.
6. Rules for Candidates Selected in CSE 2025 or Earlier
- If you are already in a service from CSE 2025 or earlier, you are allowed one attempt in either CSE 2026 or CSE 2027 without resigning.
- If you want to appear in CSE 2028 or later, resignation is mandatory.
