The Systems Approach: Open Systems, Easton's Model and the End of the Closed Organisation
Why does a well-designed policy fail on the ground, and why does fixing one department create a problem in another? The Systems Approach answers by refusing to study parts in isolation: an organisation is a set of interdependent subsystems exchanging energy, information and legitimacy with an environment it cannot survive without. Borrowed from biology through Bertalanffy, carried into administration by Barnard and Simon, and into political science by Easton, it destroyed the classical assumption that an organisation could be designed as a closed machine. This guide covers the full apparatus — Katz and Kahn's nine characteristics, Boulding's hierarchy, Parsons's AGIL, Ashby's requisite variety, socio-technical systems — with criticism, verified previous year questions, and a chapter-wise mapping onto Paper 2 — Indian Administration.
The Systems Approach has a dual placement, and knowing both is worth marks.
Formally, it belongs to Chapter 4 — "Organisations: Theories — systems, contingency". That is where the syllabus names it, and where the questions on systems theory as a theory have been set: 2017, 2012, 1999 and 1996.
In practice it also appears in Chapter 2, Administrative Thought, because two of that chapter's named thinkers are systems theorists. Barnard's cooperative system is an open-systems model in all but name, and Simon treats the organisation as a system of decisions. This is not a stretch — the 2011 question asked candidates to discuss how Barnard and Easton adopted the systems approach, and topic-wise compilations file that question under Administrative Thought.
What to do with this: prepare the theory once and deploy it twice. In a Chapter 4 answer, lead with Bertalanffy, Katz and Kahn, and contingency. In a Chapter 2 answer, lead with Barnard and Simon, use Easton for the political extension, and use the open-system critique to attack Weber's closed model. The 1998 stem on Barnard's contribution to the systems approach and the 2011 Barnard–Easton stem are both answered from the same preparation.
What the Systems Approach Claims
A system is a set of interrelated and interdependent parts arranged in a manner that produces a unified whole. The Systems Approach studies an organisation by examining the interactions and relationships between its components rather than each part separately. Its founding thesis is simple and consequential: all parts of an organisation are interrelated, interconnected and interdependent, so a change anywhere produces effects elsewhere.
The idea was not born in administration. It came from the natural sciences, and social scientists borrowed it because their own knowledge had fragmented into disconnected specialisms. The biologist Ludwig von Bertalanffy built the foundations of General System Theory from the 1930s, formalising it through the 1950s and publishing General System Theory in 1968. His claim was ambitious: there exist universal principles applying to systems as such, regardless of what the parts happen to be made of — cells, machines, firms or states.
Closed and Open Systems
Bertalanffy's decisive distinction. A closed system has no meaningful exchange with its surroundings and, under the second law of thermodynamics, drifts toward disorder and inert equilibrium — it runs down. An open system sustains itself through continuous inflow and outflow of energy and materials, maintaining what he called a steady state. Living organisms are open systems; so are organisations.
Talcott Parsons carried the open-systems idea into sociology in The Social System (1951), and from there it spread to economics, psychology, political science and administration. The lesson transferred intact: an organisation, like a body, survives only by interacting with its environment and adapting to it.

Equifinality is the open-system property that the same end state can be reached from different initial conditions and along different paths. It is the systems-theoretic refutation of Taylor's one best way and of the classical school's universal principles in a single word.
For Indian administration it is directly usable and rarely deployed. It explains why a uniform national scheme design underperforms across heterogeneous states, and why Kerala's route to health outcomes through public provisioning and literacy differs from Tamil Nadu's through a strong primary-health network without either being wrong. It is the theoretical case for flexibility in central scheme guidelines — and, incidentally, the concept that leads directly to contingency theory.
The Concepts Explained — With Indian Cases
The table above is a revision aid. What follows is how each concept actually works, and the Indian instance that makes it concrete enough to write about.
1 · Interdependence and Subsystems
Every organisation is composed of smaller units — departments, divisions, field offices — and the systems claim is that these are not self-contained. A decision taken in one subsystem propagates through the others whether or not anyone intended it to. The classical illustration is purchasing: if the purchasing department fails to procure the right quantity and quality of inputs, the production department cannot work, however well managed it is internally.
The Indian case — MGNREGA wage payments. A wage payment under MGNREGA passes through at least four subsystems: the muster roll at the panchayat, the Fund Transfer Order generated on the NREGASoft platform, the Public Financial Management System routing the money, and the bank or post office account with its Aadhaar seeding. A failure in any one — an unverified job card, a seeding mismatch, a delayed FTO signature at the block — stops the payment, and the worker experiences it as "MGNREGA has not paid me". No single department is failing; the interface between subsystems is. This is why delay analysis that examines only one agency finds nothing wrong and fixes nothing.
2 · Holism
Holism means the organisation must be assessed as a whole, because a subsystem can be performing excellently by its own measure while degrading the system's result. The systems test is not "is this department efficient?" but "is the whole effective?"
The Indian case — an infrastructure project. A highway division may complete construction on schedule and within cost, and score well on every internal indicator. But if land acquisition under LARR was incomplete at one stretch, forest clearance under the Forest (Conservation) Act was pending at another, and utility shifting by the electricity and water agencies was not synchronised, the asset stands unusable. Each agency reports success; the citizen has no road. PM Gati Shakti's National Master Plan exists precisely because government recognised this as a systemic and not a departmental problem — its function is to make each agency's plan visible to all the others on one geospatial platform before work begins.
3 · Synergy
Synergy is the proposition that the coordinated whole produces more than the parts working separately could produce. It is the positive case for integration, as holism is the negative one.
The Indian case — Ayushman Bharat. The programme deliberately pairs two components that underperform alone: Health and Wellness Centres delivering comprehensive primary care, and PM-JAY providing secondary and tertiary hospitalisation cover. Insurance without primary care produces late, expensive hospitalisation; primary care without financial protection leaves catastrophic illness unaddressed. Together they cover a continuum neither could cover separately. The same logic underlies convergence in the Aspirational Districts Programme and the incident response system under the Disaster Management Act 2005, where revenue, police, health and civil supplies produce jointly what none could produce alone.
4 · Boundary and Boundary-Spanning
The boundary is what separates the system from its environment. In an open system it is permeable and negotiated rather than fixed, and certain roles specialise in managing traffic across it — boundary-spanning roles.
The Indian case — where does "government" end? The boundary has been actively redrawn over three decades: PPP in highways and airports, outsourced municipal services, Smart City SPVs, and platform architectures like ONDC and UPI where public rails carry private applications. The boundary question becomes an accountability question — when delivery runs across a public–private interface, the citizen's remedy for failure is unclear. The other Indian boundary puzzle is the workforce: ASHA and anganwadi workers deliver core state functions while being classified as honorarium-based volunteers, which places them at the boundary rather than inside the system. The District Collector is India's classic boundary-spanner, standing between the administrative system and the political, social and media environments.
5 · Entropy and Negative Entropy
Closed systems run down. Entropy is that drift toward disorder and exhaustion. Open systems arrest it by importing more energy than they expend — negentropy — through recruitment, training, new information and fresh legitimacy.
The Indian case — vacancies and capability. An institution that stops replenishing itself decays predictably. Persistent vacancies in the subordinate judiciary, in police constabulary and in regulatory bodies are entropic: workload rises on a shrinking base, quality falls, and the institution loses the capacity to correct itself. Against this, Mission Karmayogi, the Capacity Building Commission and iGOT are negentropic work — deliberate energy imports into the administrative system. So, in a different register, is the RTI Act 2005, which forces information into the system from outside.
6 · Homeostasis and the Steady State
Homeostasis is dynamic balance: the system continuously adjusts in order to remain recognisably itself. It is stability achieved through movement, not through stillness.
The Indian case — inflation targeting and buffer stocks. The flexible inflation targeting framework is a textbook homeostatic mechanism: a target band, continuous monitoring, and policy-rate adjustment to bring the variable back within range. The Monetary Policy Committee does not aim at a fixed state; it corrects deviation. The buffer stock operations of the Food Corporation of India work identically on food prices — releasing stock when prices rise, procuring when they fall. Both illustrate that an open system maintains its steady state by acting on feedback, not by insulating itself.
7 · Feedback — Negative and Positive
Feedback is information about output performance returning into the system. Negative feedback is corrective — it signals deviation and prompts a return to course. Positive feedback is amplifying — it reinforces the initial movement and can destabilise. Both matter; most notes describe only the first.
The Indian case. Negative feedback channels are numerous: CAG performance audit, social audit under Section 17 of MGNREGA, CPGRAMS grievance data, the Development Monitoring and Evaluation Office, and elections as the ultimate periodic feedback. Positive feedback is what a government fears: a single grievance amplified through media and social media into a political crisis that forces reversal — the trajectory of the farm laws between 2020 and 2021 is a positive feedback loop. The systems point is that India generates abundant feedback and closes the loop rarely: evaluation findings seldom re-enter the design of the next cycle, which is the systems-theoretic definition of an organisation that cannot learn.
8 · Equifinality
Equifinality is the open-system property that the same end state can be reached from different starting points and by different routes. A closed mechanical system has one path to a given output; an open system does not.
The Indian case — different roads to the same outcome. Kerala reached high health and literacy outcomes substantially through public provisioning, early land reform and social mobilisation; Tamil Nadu reached comparable outcomes through a strong primary-health network, nutrition programming and administrative continuity. Neither route is the "correct" one, and imposing either on the other would have produced worse results. The administrative consequence is direct: uniform central scheme design in a heterogeneous federation denies equifinality and produces compliance without results. The flexi-fund provision within centrally sponsored schemes, and the differentiated approach of the Aspirational Districts Programme, are partial institutional recognitions of the same point.
9 · Suboptimisation
Suboptimisation is the optimisation of a subsystem at the expense of the whole. It is not laziness or corruption — it is what a rational subsystem does when it is measured only on its own indicator.
The Indian case — targets that succeed while government fails. A department achieves full disbursement of scheme funds by front-loading easy cases and closing the year strongly, while the intended outcome goes unserved. A police unit meets arrest targets while the conviction rate falls, because arrests are counted and convictions are not. Fertiliser subsidy is delivered efficiently while soil health degrades, because tonnage is the indicator and soil is not. In each case the subsystem is behaving correctly by the incentive it faces. Suboptimisation is the sharpest single word available for the standard Indian critique of siloed target regimes, and it locates the fault in system design rather than in officials.
10 · Emergence
Emergence describes properties belonging to the whole that no part possesses and that could not be predicted from studying the parts. The whole is not merely more than the sum; it is different in kind.
The Indian case — administrative culture. "Administrative culture" exists in no rule, no office and no individual officer, yet it governs how all three behave — the deference to hierarchy, the preference for written cover, the instinct to refer upward. It cannot be found by examining the Allocation of Business Rules or by interviewing any single official. The "steel frame" is likewise an emergent property of the All India Services rather than a feature of any of its parts. The practical implication is that reform aimed at rules and structures often fails to touch the emergent property that actually determines behaviour.
11 · Differentiation and Integration
Open systems move toward greater specialisation over time — differentiation. But every increase in differentiation raises the burden of integration, and Lawrence and Lorsch established that the two must rise together or performance falls.
The Indian case. The Government of India has differentiated steadily — more ministries, more departments, more specialised agencies and regulators. Each addition is individually justified and collectively raises the coordination load. The integrating machinery has had to expand in response: the Cabinet Secretariat, the Committee of Secretaries, Groups of Ministers, the GST Council, the Inter-State Council, and now PM Gati Shakti. The systems diagnosis is that India has been better at differentiating than at integrating — which is exactly Parsons's I function underperforming relative to A and G.
Katz and Kahn: The Nine Characteristics of Open Systems
Daniel Katz and Robert Kahn's The Social Psychology of Organizations (1966) is the definitive application of open-systems theory to organisations, and it is missing from almost every Indian note on this topic. Their nine characteristics are the most reproducible framework available here.

Boulding's Hierarchy of System Complexity
Kenneth Boulding's 1956 paper General Systems Theory: The Skeleton of Science arranged systems into nine levels of increasing complexity, each incorporating the properties of those below. Its exam value is precise: it shows that a theory adequate to one level is inadequate to a higher one — which is exactly why mechanical models of administration fail.

The argument to make from this: the classical school modelled administration at levels 1 and 2 while administration actually lives at level 8. Boulding's own observation was that our theoretical models are well developed at the lower levels and thin at the higher ones — which is a more precise statement of the classical school's failure than "it ignored the human factor".
Parsons's AGIL — Four Functional Imperatives
Talcott Parsons argued that every system, to survive, must solve four problems. The AGIL scheme is highly transferable and almost never used in Indian answers, though it maps onto the Indian state with unusual neatness.
Cybernetics and the Law of Requisite Variety
- Norbert Wiener, in Cybernetics (1948), founded the study of control and communication in the animal and the machine. Feedback ceased to be a metaphor and became a mechanism. Karl Deutsch applied it to politics in The Nerves of Government (1963), treating the state as an information-processing and steering system.
- W. Ross Ashby's Law of Requisite Variety is the most operationally useful proposition in this entire topic: only variety can absorb variety. A controller must possess at least as much internal variety as the system it seeks to control, or it will fail.
Ashby's law converts a vague complaint about "capacity" into a precise argument. A regulator must be at least as complex as the sector it regulates. If financial products multiply faster than the regulator's analytical capability, or if platform business models evolve faster than the competition authority can characterise them, regulatory failure is structurally guaranteed — not a matter of effort or integrity.
This is directly usable for SEBI and derivative markets, TRAI and platform convergence, the CCI and digital markets, pollution control boards and industrial diversity, and the emerging question of AI oversight. It also supplies the systems-theoretic case for lateral entry, specialist cadres and regulatory autonomy — each is an attempt to raise the controller's variety to match the controlled.
The situation. A state pollution control board is responsible for industries ranging from a village brick kiln to a petrochemical complex, across dozens of processes and effluent profiles, with new units and new chemistries appearing continuously. Its sanctioned strength is a few hundred officers, most generalist, with laboratory capacity built for a narrower industrial base.
What Ashby's law says. The controller's variety is far below the variety of the controlled. No amount of effort, honesty or additional inspection frequency closes that gap, because the deficit is in kinds of capability, not in quantity of work. Failure is therefore structural, and predicting it requires no assumption of corruption.
What follows for reform. Three responses raise the controller's variety: increase internal variety through specialist recruitment, laboratory capability and lateral entry; reduce the variety to be controlled through standardisation, categorisation of units into risk classes and self-certification for low-risk categories; or attenuate by delegating variety outward to third-party auditors and continuous online monitoring. Indian regulatory reform has used all three, usually without naming the principle. The same analysis applies to SEBI facing complex derivatives, the CCI facing digital market conduct, and any authority that will shortly be asked to supervise algorithmic systems.
Socio-Technical Systems
The Tavistock Institute tradition, founded on Trist and Bamforth's 1951 study of the longwall method in British coal mining, established that every organisation contains a technical system and a social system, and that changing one without the other produces failure. Mechanisation of coal-getting raised technical efficiency and destroyed the small self-regulating work groups that had made the old method productive; output fell.
The Indian application is immediate and rarely written. Most e-governance disappointment is a socio-technical mismatch: software is deployed onto an unreformed process, an unchanged hierarchy and an untrained cadre, and the technical system is then blamed. e-Office digitised the file without redesigning the channel of submission. The principle Trist and Bamforth established — joint optimisation of the technical and social systems — is the corrective, and it is a more precise diagnosis than "resistance to change".
The usual diagnosis when a government IT system underperforms is "resistance to change" or "poor training", and the usual response is more training and sterner circulars.
The socio-technical diagnosis is different and more useful. e-Office digitised the file but left the channel of submission intact — a file that passed through six levels on paper now passes through six levels electronically, faster in transit and unchanged in structure. The technical system was optimised; the social system of authority, delegation and risk was not. Similarly, a scheme MIS deployed onto an unreformed sanction process produces a second reporting burden rather than a replacement for the first, because the paper record is still what protects the officer in an audit.
The contrast worth drawing. India Stack succeeded on a different logic — it redesigned the architecture rather than automating the existing process, unbundling identity, payment and consent so that the social arrangements around them could be rebuilt too. Trist and Bamforth's principle of joint optimisation names the difference precisely: technology imposed on an unchanged social system reliably produces digitised inefficiency.
The Systems Approach in Administrative Thought
Chester Barnard — The Organisation as a Cooperative System
Barnard's The Functions of the Executive (1938) is an open-systems model written before the vocabulary existed, which is why UPSC has asked about his contribution to the systems approach directly. His organisation is a cooperative system arising because individuals cannot accomplish alone what they can accomplish together. To survive it must be effective — achieving its purpose — and efficient in his special sense of satisfying the individual motives of its members. That is a dual equilibrium: external, in the relevance of purpose to the environment, and internal, in the exchange between organisation and individual. He also insisted the organisation must adapt continuously to its members and to the general environment, and treated the informal organisation as a necessary subsystem of the formal.
Herbert Simon — The Organisation as a System of Decisions
Simon's Administrative Behavior (1947) treats the organisation as a system whose characteristic product is decisions, and whose real function is to supply the premises from which its members reason. Bounded rationality is itself a systems proposition — the decision-maker's rationality is bounded by the fit between the structure of the task environment and their own computational capacity, which is Simon's scissors metaphor and a statement about system-environment coupling.
Barnard's dual equilibrium in an Indian department. The external test is whether the department's purpose still matters to its environment — which is why bodies whose purpose has been overtaken struggle to justify themselves, and why the shift from the Planning Commission to NITI Aayog was a reformulation of purpose rather than a reorganisation. The internal test is whether members' motives are being satisfied well enough to sustain willingness. Attrition, the pull of the private sector, and demoralisation from frequent transfers are all failures on Barnard's internal equilibrium — a department can be achieving its targets while losing the willingness that produces them.
Simon's decision premises in Indian design. The organisation does not make decisions; it supplies the premises from which officials reason. The Allocation of Business Rules determine what each ministry treats as its problem in the first place. Scheme guidelines fix eligibility before any officer decides anything. A Smart City SPV was built to embed a premise of private-sector efficiency, which then collided with the elected municipal authority the 74th Amendment created. Reform that changes structure without changing premises changes very little.
David Easton — The Political System
Easton produced the most influential systems model in political science, in A Framework for Political Analysis and A Systems Analysis of Political Life (both 1965), building on The Political System (1953). Politics, for Easton, is the authoritative allocation of values for a society. Without inputs the system can do no work; without outputs we cannot identify the work done.
The GST Illustration, Read Properly
- Demands — years of pressure for a simpler, unified indirect tax structure from industry, traders and economists.
- Gatekeepers — parties, industry associations and the Empowered Committee of State Finance Ministers filtering and aggregating those demands.
- Supports — the political consensus that made a constitutional amendment possible.
- Conversion — the GST Council under Article 279A, bureaucratic drafting, legislative debate.
- Outputs — the GST laws and rate structure.
- Feedback — trader compliance complaints and state revenue concerns, producing rate rationalisation, threshold changes and compensation arrangements.
- Withinputs — subsequent proposals generated by the Council and the tax administration itself rather than by external demand.
Extensions: Almond, Riggs and Contingency
- Almond and Powell's structural-functional approach extends Easton by specifying what happens inside the box. Input functions: political socialisation and recruitment, interest articulation, interest aggregation, political communication. Output functions: rule-making, rule-application, rule-adjudication. This is the standard remedy for Easton's black-box problem.
- Fred Riggs's ecological approach is systems theory in the comparative register: administration cannot be understood apart from its environment, and transitional societies are prismatic, exhibiting heterogeneity, overlapping and formalism. The sala is the prismatic bureaucracy. Riggs is the most direct application of open-systems thinking to developing-country administration, and therefore to India.
- Contingency theory is the syllabus's own pairing and the systems approach made operational. If organisations are open systems, then structure must fit the environment — and there is no single best design. Burns and Stalker (mechanistic and organic), Lawrence and Lorsch (differentiation and integration), Joan Woodward (technology), Charles Perrow and James Thompson supply the empirical content. Note the logical link: equifinality is the systems concept from which contingency theory follows.
Criticism of the Systems Approach
- It is an approach, not a theory. This is the 2017 stem, and the concession is correct. Systems thinking supplies a vocabulary and a way of looking — boundary, input, feedback, subsystem — but generates few testable propositions and almost no operational prescriptions. It tells you to look at relationships; it does not tell you which relationships matter.
- Abstraction and vagueness. The concepts are so general that they can be applied to anything and therefore explain nothing in particular. Almost any organisational fact can be redescribed in systems language without gaining explanatory power.
- The black box. Easton tells us inputs are converted into outputs and says remarkably little about how. Almond and Powell's functions are a partial repair.
- Status-quo and conservative bias. The vocabulary is one of equilibrium, homeostasis, adaptation, persistence and survival. It handles incremental adjustment well and revolutionary change badly. A framework whose central question is how a system persists is poorly equipped to ask whether it should.
- Power and inequality are absent. The model describes flows without asking whose demands become inputs, whose are filtered out at the gate, and who benefits from the allocation. This is the Marxist and radical critique, and it is the most serious one.
- Reification and anthropomorphism. Treating the organisation as an entity with needs, goals and survival instincts obscures that only people have purposes. "The system requires" is often a disguised way of saying "those who run it prefer".
- Boundary definition is arbitrary. Where does the administrative system end and the environment begin? The choice determines the analysis and is rarely defended.
- The 1996 stem's charge. UPSC once asked whether systems theory, despite its promises, followed the same patterns as the structural classical theories. The charge has force: both are macro-level, both privilege structure over agency, both seek general laws, and both are silent on values.
- Difficult to apply at scale. In very large organisations the number of interactions defeats analysis — which is precisely why contingency theory narrowed the focus to a few variables at a time.
The examiner has handed you the concession, so do not spend the answer resisting it. Agree, then explain why the distinction matters.
A theory yields testable propositions and predicts outcomes. Systems thinking does neither — it offers no proposition of the form "if X then Y" that could be falsified. What it offers is an orientation: study relationships rather than parts, treat the environment as constitutive rather than external, and look for feedback.
Then make the argument that redeems it. An approach that reorients an entire discipline is not a lesser thing than a theory. The systems approach ended the closed-system assumption on which classical theory rested, made Weber's neglect of environment visible as a defect, generated contingency theory as its operational successor, and supplied the language in which policy evaluation is still conducted — inputs, outputs, outcomes, feedback. Judged as a theory it fails; judged as a paradigm shift it succeeded completely.
