Jan Aushadhi goes beyond medicines: surgicals, devices and everyday care products
The Pradhan Mantri Bhartiya Janaushadhi Pariyojana (PMBJP) is widening its basket beyond generic medicines — into surgicals, consumables and medical devices covering infancy, post-partum recovery, routine monitoring and elderly care.
A generic medicine contains the same active ingredient, in the same strength and dosage form, as a branded drug, and is sold after the original patent has expired. It is sold under its chemical (salt) name rather than a brand name.
- Why it is cheaper: the manufacturer does not have to recover the cost of drug discovery or heavy brand promotion. The medicine itself is not inferior.
- The persistent misconception: that ‘generic’ means lower quality. Quality is a function of manufacturing standards, not of branding — which is why the scheme relies on WHO-GMP certified suppliers and batch testing in NABL-accredited laboratories.
- A third category confuses many: the branded generic — an off-patent drug still sold under a company brand at a premium. Most of India’s retail pharmaceutical market runs on branded generics, which is exactly the price gap Jan Aushadhi targets.
- Why this matters: medicines are one of the largest components of out-of-pocket health expenditure in India — the money a household pays directly at the point of care, rather than through insurance or the government.
- Origin: begun as the Jan Aushadhi Campaign in 2008, relaunched and expanded as PMBJP in 2015-16.
- Ministry: Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers. Implementing agency: the Pharmaceuticals & Medical Devices Bureau of India (PMBI).
- Outlets: over 20,000 Jan Aushadhi Kendras (JAKs) across the country.
- Product basket (August 2026): 2,110 medicines and 315 surgicals, consumables and devices, spanning cardiovascular, anti-cancer, anti-diabetic, anti-infective, anti-allergic and gastro-intestinal groups, plus nutraceuticals.
- Sales: ₹7,873.85 crore over the five years 2021-22 to 2025-26.
- Savings to citizens: approximately ₹37,200 crore — the difference between Jan Aushadhi prices and prevailing branded prices.
- Two named sub-baskets: Janaushadhi Bachpan for infant care, and Jan Aushadhi Swabhiman, a dedicated range of adult diapers for the aged and bedridden.
- Newborn and baby care: baby diapers in several sizes; baby wipes at ₹45 for a pack of 20; feeding bottles (250 ml); manual breast pumps; infant feeding tubes; hot water bags.
- Pregnancy and post-partum: abdominal belts for post-delivery support and cervical pillows at ₹525.
- Childhood care: electrical nebuliser machines at ₹937.50 and child nebuliser masks with tubing at ₹200 — relevant where respiratory illness requires home management.
- Everyday monitoring: glucometer test strips at ₹500 for 25, and pulse oximeters, which measure blood oxygen saturation.
- Ageing and long-term care: adult diapers under Jan Aushadhi Swabhiman — a recurring purchase, where even small unit savings compound over months.
- In the pipeline: range-of-motion knee brace, sit-to-stand support walker, medical steam vaporiser, foot elevator pillow, pregnancy back support belt and cervical collar — extending into mobility and rehabilitation.
- NPPA — the National Pharmaceutical Pricing Authority, set up in 1997, fixes and revises prices of controlled formulations.
- DPCO, 2013 — the Drugs (Prices Control) Order issued under the Essential Commodities Act, 1955. It caps prices of medicines in the National List of Essential Medicines (NLEM) by a market-based formula, and limits annual price increases for others.
- Two different instruments, often confused: the DPCO caps what a seller may charge; Jan Aushadhi supplies an inexpensive alternative. One regulates price, the other creates competition.
- AMRIT pharmacies — Affordable Medicines and Reliable Implants for Treatment — run at selected hospitals for cancer, cardiac drugs and implants, under the Health Ministry.
- Related architecture: AB PM-JAY for hospitalisation cover, Ayushman Arogya Mandirs for primary care, and free drugs and diagnostics initiatives under the National Health Mission.
- Savings are an estimate, not a receipt. The ₹37,200 crore figure is computed as the difference against branded prices for equivalent volumes. It is a reasonable method, but it assumes the same quantity would have been bought at branded prices.
- Prescription behaviour is the binding constraint. A Kendra can stock a drug, but a patient buys what the prescription names. The Medical Council’s requirement to prescribe by generic name is unevenly followed.
- Kendra economics. Outlets run on a margin on a deliberately low-priced basket; viability, stock-outs and supply continuity have been recurring operational concerns.
- Devices are outside most price control. That is precisely why adding surgicals and consumables matters — but also why quality assurance for devices is a harder problem than for tablets.
- The larger measure of success is whether the share of out-of-pocket spending in total health expenditure falls. Access to a cheap outlet helps only if it displaces a costlier purchase.

Six States sign the Kishau agreement: a 232.6-metre dam on the Tons, and the questions around it
On 15 September 2026, the Chief Ministers of Uttar Pradesh, Uttarakhand, Himachal Pradesh, Rajasthan, Delhi and Haryana signed an agreement on the long-pending Kishau Multipurpose Project in the Yamuna basin. Environmental researchers have simultaneously raised questions on seismic risk, displacement data and missing impact studies.
- The river: the Tons is the largest tributary of the Yamuna, flowing along the Uttarakhand–Himachal Pradesh border. The Yamuna itself rises at Yamunotri in Uttarakhand and joins the Ganga at Prayagraj.
- The dam type: a concrete gravity dam holds water back by its own sheer weight. At 232.6 metres, Kishau would rank among India’s tallest dams — for comparison, Tehri, at about 260 m, is the tallest.
- ‘Multipurpose’ means the project serves more than one function — here irrigation, drinking water and hydropower together.
- ‘National project’ status is a funding category: the Centre bears up to 90% of the cost, the States sharing the remaining 10%.
- Why an agreement is needed at all: water is a State subject (Entry 17, State List), subject to Union regulation of inter-State rivers (Entry 56, Union List). Article 262 allows Parliament to provide for adjudication of inter-State river water disputes, under the Inter-State River Water Disputes Act, 1956 — but a negotiated agreement avoids a tribunal altogether.
- The parent instrument: a 12 May 1994 agreement on the upper Yamuna basin, which provided that separate agreements would be signed for each storage project. An in-principle agreement among the six States was reached on 16 June 2026.
- Storage capacity: 1,562 million cubic metres (MCM).
- Irrigation: 97,000 hectares.
- Power: 1,476 million units of hydropower.
- Cost: estimated in media reports at ₹15,000–₹15,624 crore; the Home Ministry statement did not state a figure.
- A notable swap: Himachal Pradesh’s share of water is to be allocated to Delhi and Rajasthan; in return those two States bear the cost of Himachal’s share of the electricity component.
- Claimed environmental benefit: the Government states that 25% of the Yamuna’s water would become available as environmental flow, assisting Yamuna cleaning. Delhi is described as the biggest beneficiary.
- Political framing: the MHA describes this as the tenth water dispute taken up for resolution during the present government’s tenure.
- Seismic risk. Himanshu Thakkar of the South Asia Network on Dams, Rivers and People (SANDRP) argues that the entire Himalayan region is unstable and highly seismic, and that a dam of this height could cause significant damage in the event of even a modest earthquake. He adds that climate change compounds the risk.
- On the Yamuna-cleaning claim. He calls it misleading — a dedicated rejuvenation programme is needed, rather than diluting pollution by regulating flow. He suggests greater emphasis on rainwater harvesting instead.
- Displacement data is old. Mansi Ashar of the Himdhara Environmental Research and Action Collective notes that estimates of 5,498 people from 701 families derive from a 2014 field study and 2018 report, have not been verified afresh, and the real figure may be higher.
- Impacts beyond submergence. The dam would affect agriculture, animal husbandry, forests, fisheries and livelihoods across the Tons valley — ginger and tomato cultivation particularly — on land supporting three to four crops a year.
- Missing studies. The Environmental Impact Assessment, feasibility report and physical impact assessments should, they argue, be completed and made public before the project takes shape.
- Installed capacity: the 47th Expert Appraisal Committee document of the Environment Ministry (January 2026) lists 422 MW (four units of 105.5 MW). The Himachal Pradesh Power Corporation website in 2018 and the 29th EAC agenda of June 2022 both listed 660 MW (four units of 165 MW). The difference is unexplained.
- Submergence: unchanged at 2,950 hectares across both periods — but the classification differs. The 2018 record showed 512 ha private agricultural land and 2,438 ha forest (689 ha community/private forest, 1,749 ha State forest). The 2026 EAC document lists only 689 ha of forest, split into 250 ha reserve forest and 439 ha civil forest. The status of the missing 1,749 ha is unclear.
- Water benefit: the January 2026 EAC document lists 1,324 MCM — Haryana 633, Uttar Pradesh 411, Rajasthan 124, Delhi 80, Himachal 42, Uttarakhand 34 MCM — while the 15 September statement cites storage of 1,562 MCM. Storage capacity and allocated benefit are different quantities, but the gap deserves explanation.
- Union Cabinet approval — the 15 September statement did not confirm it had been received.
- Forest land diversion under the Van (Sanrakshan Evam Samvardhan) Adhiniyam (the Forest Conservation Act, 1980, as amended in 2023).
- Environmental clearance under the EIA Notification, 2006, following appraisal by the Expert Appraisal Committee.
- A detailed rehabilitation plan, governed by the LARR Act, 2013 and its Second Schedule on resettlement entitlements.
- The realistic assessment: a project discussed since the 1940s has now cleared a political and financial hurdle. Clearances, forest transfer and rehabilitation remain, and no public timeline has been announced.
Negotiated agreements between riparian States are increasingly preferred to tribunal adjudication in resolving India’s water disputes. The US Fed raises rates by 25 basis points: reading a decision that cuts both ways
The Federal Reserve has raised the Federal Funds Rate (FFR) by 25 basis points to a range of 3.75%–4%, from 3.5%–3.75% — its first increase in three years. The interest lies in how differently the same decision can be read.
- Basis point (bp) — one hundredth of a percentage point. 25 bp = 0.25%.
- Federal Funds Rate — the rate at which US banks lend to each other overnight. Raising it makes interbank borrowing costlier, so all bank loans become costlier, demand cools, and price pressure eases. It is the American analogue of India’s repo rate.
- The Fed’s dual mandate — price stability and maximum employment. Price stability carries a numerical target of 2% inflation; employment carries none. Contrast with the RBI, whose statutory target is 4% CPI inflation with a ±2% band.
- Hawkish — a stance primarily concerned with holding inflation down, typically implying higher rates. Dovish — a stance prioritising growth and job creation, typically implying lower rates.
- FOMC — the Federal Open Market Committee, the 12-member body that decides US monetary policy. Four times a year it publishes the Summary of Economic Projections (SEP) — members’ median projections for growth, unemployment, inflation and the appropriate policy rate.
- Hawkish. A first hike in three years suggests the new Fed Chair, Kevin Warsh, has seen enough price pressure from the West Asia crisis and tariffs — and is willing to act against the US President’s stated preference, months before midterm elections. His own framing: activity is expanding, unemployment has changed little, but inflation has remained elevated.
- Not so hawkish. Given projections of stronger-than-trend growth, better-than-long-run unemployment and inflation not returning to target until 2029, a genuinely hawkish committee would have signalled several more hikes. The Fed has pencilled in only one further 25 bp hike over the next year, while many in the market expect three.
- Actually dovish. On that reading the hike is the bare minimum. Since the Fed is unlikely to move in the October review so close to the midterms, it did the least it could now.
- Not dovish enough. President Trump publicly demanded rates of 1% or less, having earlier criticised Warsh’s predecessor, Jerome Powell, for being “too late” to cut.
- Capital flows. Higher US rates narrow the interest rate differential with India, which can pull portfolio capital out of emerging markets and towards US assets.
- The rupee. Outflows and a stronger dollar tend to weaken the rupee, which raises the rupee cost of imported crude and fertiliser — a channel through which US monetary policy reaches Indian inflation.
- Bond yields and borrowing costs. Rising US Treasury yields raise the benchmark against which Indian sovereign and corporate borrowing abroad is priced.
- Policy constraint. The RBI’s Monetary Policy Committee sets rates for domestic conditions, but cannot ignore the external account entirely — the classic impossible trinity of a fixed exchange rate, free capital movement and independent monetary policy, of which only two can be held at once.
- Central bank independence is itself the live theme here: the article documents open political pressure on the Fed, a question equally relevant to any inflation-targeting central bank.

India’s first mainstream plug-in hybrid: understanding the EV alphabet soup
The launch of India’s first mainstream plug-in hybrid (PHEV) SUV — claimed to deliver over 115 km of electric-only range, a combined efficiency above 40 kmpl and over 1,100 km on a full tank and full charge — is a useful occasion to sort out a set of terms that are routinely confused.
Strictly, an electric vehicle is one powered by an electric motor drawing current from a battery that can be charged from an external source. In practice, several part-electrified categories are grouped under the EV umbrella. China calls the whole group New Energy Vehicles (NEVs).
- ICE — internal combustion engine; the conventional petrol or diesel vehicle.
- BEV — battery electric vehicle. Battery only, no engine. Must be plugged in.
- HEV — hybrid electric vehicle, or ‘strong hybrid’. Engine plus electric motor. The battery is charged by the engine and by regenerative braking — recovering energy that would otherwise be lost as heat during braking. It cannot be plugged in.
- PHEV — plug-in hybrid. Same hybrid drivetrain, but with a larger battery that can also be charged from an external socket. That single difference is the whole distinction from an HEV.
- FCEV — fuel cell electric vehicle, which generates electricity on board from hydrogen, emitting only water.
- It addresses range anxiety — the fear of the battery running out with no charger nearby — which remains the principal obstacle to BEV adoption in India.
- It combines two advantages: the long-journey range of combustion with the lower running cost and cleaner operation of electric drive.
- The trade-off: a PHEV is costlier to buy than both an equivalent petrol car and a plain HEV, because the battery is larger.
- The conditional benefit: the environmental gain materialises only if the owner actually charges it. An unplugged PHEV is a heavy hybrid carrying a battery for nothing.
- The policy question for India: current incentives are designed mainly around BEVs, and hybrids attract higher tax. Whether PHEVs should be treated as a transitional technology deserving support — or as a distraction that delays full electrification — is a live debate, with relevance for the charging infrastructure gap and for crude import dependence.
Plug-in hybrid vehicles are described as a bridge between conventional hybrids and battery electric vehicles. Examine their relevance to India’s energy security and emission goals, and discuss whether fiscal policy should treat them differently from battery electric vehicles. 10 marks · 150 words
Eco-Sensitive Zones: notified, filed and forgotten
Almost every State forest department holds the gazette notification of an Eco-Sensitive Zone (ESZ). The argument here is that for most protected areas the story ends at the notification — because the Zonal Management Plan that was supposed to give it effect was never written.
- Definition: an area immediately surrounding a national park or wildlife sanctuary, declared to be managed as a protective buffer against incompatible development.
- Legal basis: notified by the Union Environment Ministry under the Environment (Protection) Act, 1986. The concept traces to the National Wildlife Action Plan (2002-2016) and detailed MoEFCC guidelines of 2011.
- It is not a prohibition zone. The ESZ regulates the character, scale and design of activity rather than banning it. Notifications classify activities as prohibited, regulated or permitted.
- Why a buffer is needed: a park boundary is an administrative line, not an ecological one. Elephants in South India range over 300 to 600 sq km; few parks approach that. Tiger territories cross administrative lines. And every park sits in a watershed whose streams originate outside its boundary — so paving or draining the catchment degrades the park’s hydrology without a single tree inside being touched.
- The key instrument: the Zonal Management Plan, to be prepared after notification, which specifies extraction limits, setbacks, design standards, wildlife crossing structures, lighting norms and mitigation requirements.
- The notification categorises but does not specify. It lists activities as permitted or prohibited, while setting no limits on scale or intensity, no design standards, no mitigation requirements, and no mechanism to assess cumulative impact.
- The Zonal Management Committee — the body meant to provide operational oversight — is in most cases either not constituted or exists in name only, without budget, secretariat or real authority.
- A jurisdictional gap. Forest officers who nominally chair these committees have legal jurisdiction only up to the park boundary. The ESZ falls between the Wild Life (Protection) Act, which applies inside the park, and the revenue and urban-planning laws that govern the surrounding land but do not refer to the ESZ at all.
- Master Plans do not carry ESZ overlays, so developers, highway agencies and municipal authorities take decisions within ESZ areas with no binding ecological check.
- The formulation worth quoting: a managed transition zone without management is simply land that has been labelled and then abandoned.
- KBR National Park, Hyderabad — about 390 hectares of Deccan scrub forest. It lost land from inside its own boundary for a ring road before its ESZ was even contemplated; the ESZ was then drawn to the geometry of that road rather than to any ecological assessment. Road widening and commercial frontage development have followed, each justified by roads being a permitted activity.
- Mrugavani National Park — physically divided by the Outer Ring Road; ESZ declaration deferred indefinitely, leaving the surrounding land free to develop.
- Mahavir Harina Vanasthali Wildlife Sanctuary — a municipal solid waste dump operated adjacent to it for years, drawing stray dogs that entered the sanctuary and preyed on its spotted deer. Residential colonies and a national highway run along its edge; a functioning ESZ is yet to be declared.
- Water: cities discharge mixed stormwater and sewage into channels flowing into urban parks, carrying nutrient loads that drive eutrophication, pathogens that threaten wildlife health, and persistent toxics that enter the food chain.
- Noise: chronic traffic and construction noise suppresses bird species richness, disrupts predator-prey communication and shifts habitat composition towards noise-tolerant generalists.
- The monitoring vacuum: water-quality monitoring at drainage entry points of urban protected areas is essentially absent, and noise monitoring within ESZs does not exist.
- The conclusion drawn: an ESZ should function as an active attenuation zone, not merely a line on a land-use map.
- Evidence before boundary: no ESZ should be notified without a prior ecological baseline — wildlife movement patterns, hydrological mapping of the catchment, and a water-quality audit of incoming drainage — with the boundary drawn to that evidence rather than to the nearest infrastructure footprint.
- A statutory two-year deadline for preparing the Zonal Management Plan, through public consultation by a multi-disciplinary team, made the operative instrument for all development decisions in the zone.
- Real committees: constituted within mandatory timelines, with secretariats, budgets and powers to act on applications rather than merely observe them.
- Legal integration: amendment of State Town and Country Planning Acts to make ESZ restrictions mandatory overlays in Master Plans, and, for cities with parks, a cross-departmental authority spanning forest, urban planning and municipal domains.
- Expansion: degraded reserve forests around many parks retain recovery potential; regeneration requires the removal of pressure rather than an intact forest to begin with.

FAO’s ‘Forests for Food’: forests as part of the food system, not just the environment
A report titled Forests for food: Nourishing people, sustaining the planet, released on 15 September 2026 by the Food and Agriculture Organization with the Landscape Alliance, argues that forests’ contribution to feeding people is largely missing from national statistics and policy frameworks.
- Agrifood systems — the whole chain from production through processing, distribution and consumption. The report’s central ask is that forests be counted inside this system rather than treated as a separate environmental category.
- Provisioning versus regulating services. Forests provide food directly (fruits, nuts, tubers, mushrooms, edible insects, wild meat) and also regulate the conditions farming depends on — water, soil fertility, nutrient recycling, pollination and pest control.
- The safety-net function: during food shortages and economic crises, forests supply food and income when other sources fail — a role invisible in production statistics.
- For India, the corresponding legal term is Minor Forest Produce (MFP) — non-timber produce of plant origin, rights over which are recognised under Section 3(1)(c) of the Forest Rights Act, 2006.
- More than 5 billion people worldwide depend on forests and trees to some extent for their livelihoods.
- Over 50,000 wild species are used for food and medicine, including at least 10,000 consumed directly as food.
- Forest resources provide as much as 20% of rural incomes in some areas.
- Woodfuel remains essential for cooking or water sterilisation for about a quarter of the global population; more than 1 billion people rely on medicinal plants for healthcare.
- Regional variation: in parts of Africa, some communities obtain up to 80% of daily protein from wild meat. In Gabon, about 200 grammes of five specific forest fruits can meet up to 100% of young people’s daily requirement for several nutrients. In the Amazon, fish account for 44% of total food consumed by weight.
- In Asia: India’s Indigenous communities are major users of wild forest foods; children in areas of greater forest cover show more diverse diets and lower stunting, and a study in eastern India linked wild-food consumption to higher dietary diversity among women, particularly in the lean season.
- In Europe: across 28 countries, 90% of respondents consume at least one forest food a year and over a third eat game meat annually. In North America, wild meat is largely recreational.
- The threat: an estimated 10.9 million hectares of forest were deforested annually in the decade to 2025.
- FAO’s asks: sustainable forest management, agroforestry, better land-use planning, secure land rights, stronger data systems, integrated agriculture-and-forestry policy, and participation of forest-dependent communities in decisions.
- India’s corresponding instruments: the Forest Rights Act, 2006; the MSP for Minor Forest Produce scheme; Van Dhan Vikas Kendras under TRIFED; the National Agroforestry Policy, 2014 — India being the first country to adopt one.
- The data point to pair it with: India’s forest and tree cover is reported biennially in the India State of Forest Report by the Forest Survey of India; FAO’s own global counterparts are the Global Forest Resources Assessment and The State of the World’s Forests.
- About FAO: a specialised agency of the United Nations, founded in 1945, headquartered in Rome.
- The analytical caution: counting forest foods in nutrition policy also raises a sustainability question — wild harvesting and wild meat consumption carry their own extraction and zoonotic-risk limits, which is precisely why the report couples the claim with sustainable management.

Human noise is changing the calls of the Himalayan monal
Researchers have found that the Himalayan monal, the State bird of Uttarakhand, is calling at higher frequencies in areas made noisier by tourism and traffic — a finding with possible, though not yet established, consequences for its mating success.
- The bird: a striking ground-dwelling landfowl (a pheasant), found across the Himalaya including Jammu & Kashmir, Himachal Pradesh, Uttarakhand and Sikkim. It is not endangered. It is also the national bird of Nepal, where it is called the danphe, and it is protected under the Wild Life (Protection) Act, 1972.
- Acoustic masking — the core concept. When background noise occupies the same frequency band as an animal’s call, the call is drowned out. Traffic and crowd noise is concentrated at low frequencies, so shifting a call higher is a way of escaping the masking band.
- Passive acoustic monitoring — the method used: recording devices left in the field across seasons, capturing calls without human presence disturbing the animals.
- Why calls matter: for the monal they carry communication, social behaviour and reproduction — the male makes the mating call and the female responds.
- Researchers: Rajeev Lochan, Dinesh Kumar Sharma and Anand Kumar of Hemvati Nandan Bahuguna Garhwal University.
- The comparison: two areas within the Kedarnath Wildlife (Musk Deer) Sanctuary in Uttarakhand — Madmaheshwar Valley, with little human activity and no road, against Chopta Valley, which has a road, tourists and heavy pilgrim footfall.
- The result: monals in the noisier area used higher-frequency calls, with greater amplitude. The difference was strongest at the higher end of the birds’ call frequencies, suggesting some ability to adjust calls to surroundings.
- The concern: a male’s mating call may fail to reach females if it is masked by noise. The researchers stress that the consequences for breeding and survival are not yet established and require further work.
- Their prescription: not to stop tourism, but to manage how human activity affects these landscapes — including noise management in heavily visited areas.
- Noise as a pollutant: regulated in India under the Noise Pollution (Regulation and Control) Rules, 2000, framed under the Environment (Protection) Act, 1986, with ambient standards by area category — industrial, commercial, residential and silence zones.
- The gap this study exposes: those standards were written for human health in settled areas. There is no comparable framework for noise inside protected areas or on pilgrimage routes.

Marathi film Gondhal is India’s official entry to the Oscars 2027
The Film Federation of India has selected the Marathi film Gondhal, written and directed by Santosh Davakhar, as India’s entry for Best International Feature at the 99th Academy Awards, choosing it from 33 films.
Set in rural Maharashtra, it unfolds over a night of the ritual Gondhal performance; it premiered in the Indian Panorama at the 56th IFFI, Goa (2025), where Davakhar won the Silver Peacock for Best Director.
