High Yield Topics (Prepare First)

Cropping Pattern & Irrigation (18 Qs) is the single most asked sub-theme over the entire 2013–2025 span. Expect at least one question annually. Focus on: micro-irrigation, IFS, crop diversification, Jal Shakti Abhiyan, PMKSY, and groundwater depletion (re-asked in 2025 after appearing tangentially in 2020). Inclusive Growth (9 Qs) is the most persistent Economy sub-theme — it has appeared every year from 2013 to 2025 in one form or another; the 2025 HDI vs. IHDI question directly extends this tradition. Food Security & PDS (9 Qs) spiked in 2024 with buffer stocks and millets and again in 2025 with food processing employment — these two are likely to continue. Land Reforms (7 Qs) re-appeared in 2024 — a clear signal to not neglect older agrarian reform topics.

Trend Shifts (2013–2025)

The 2018–2021 period saw a notable dip in total questions in this cluster (as low as 6–7 per year) as UPSC spread its focus to Environment and Security. From 2022 onwards, and decisively in 2024–2025, there has been a strong revival with 12–15 questions, and a clear emphasis on application-level questions (PLI scheme achievements, semiconductor challenges, FHI, ITER, supply chain management). The 2025 paper is the most infrastructure-heavy GS3 paper since 2014, with 4 questions touching semiconductors, fusion energy, clean tech, and supply chains — signaling that the industrial-technological infrastructure nexus will be a sustained focus area. Food inflation questions appeared in 2024 and trade protectionism in 2025, suggesting macroeconomic external shocks are now a recurring trigger for Economy questions.

Recurring Question Frames

The dominant directive verbs across this cluster are: Examine (27%), Discuss (24%), Elaborate (16%), Explain (14%), and Comment (10%). “Examine” questions almost always expect a critical analysis with both pros/cons or causes/consequences — avoid descriptive writing for these. “Elaborate” (which appeared 5 times in 2025 alone) expects detailed explication, not critique. “Critically evaluate” questions (rare, ~5%) require the strongest evaluative stance and must explicitly counter the premise if evidence warrants it.

Coverage Gaps (Low or Zero Frequency)

Despite being explicitly in the syllabus, these sub-topics have very few PYQs: Commodity markets and futures trading (0 direct Qs since 2018), Price controls and Essential Commodities Act (mentioned tangentially only), Rural credit and NABARD mechanisms (not asked since 2014), E-commerce in agriculture and AgriTech startups (partially covered in 2023 e-tech Q but not explored in depth), and Carbon markets and green bonds (0 direct Qs in Economy section). These represent areas where a prepared candidate can differentiate themselves through proactive answer enrichment.
